Formation of technical capacities in local actors ascontribution to the municipal public management

Abstract

 The experience is exposed in the elaboration and implementation of a program for the invigoration of the
technical capacities in local public management, of state, institutional and social actors to municipal scale, as the way for the invigoration of its to work in the process of upgrade of the economic and social pattern, from articulation focuses and
agreement actoral, like chains of value for the local development. The following methods are used: survey, interview, observation, document analysis, expert criteria and descriptive statistics, to determine training needs and rank them in the case of the municipality of Baracoa.
