Civic education as a cross-cutting theme in technical and vocational training

Abstract

This article analyzes citizenship education as a cross-cutting theme in the Technical-Vocational High School curriculum, stemming from the persistent fragmentation between technical training focused on employability and the ethical and social dimensions of professional practice. The objective is to design a pedagogical strategy that integrates technical, ethical, and civic competencies at this educational level. A mixed-methods approach with descriptive–interpretive scope is adopted. Semi-structured interviews, observation guides, and descriptive frequency analysis were employed. The results reveal curricular fragmentation, insufficient teacher preparation to mainstream civic content, and weak articulation between technical performance and social responsibility.
