Quality education as a right and a driver of development: Adaptation to the Legal System

Abstract
This article examines the articulation of the right to quality education within the Mexican legal system and its
connection to Sustainable Development Goal 4 of the 2030 Agenda. The study analyzed the evolution of Article 3 of the
Constitution, highlighting the shift from the concept of quality to that of excellence. A legal-analytical and documentary
approach was employed to examine the state’s obligations and their implementation. The results demonstrate that, although the
regulatory framework is robust, structural challenges persist in equity, resource allocation, and effective implementation,
limiting the full achievement of the 2030 Agenda’s goals.
