				<title>RESUMEN</title>
				<p>La incorporación de la dimensión ambiental de la gestión de dirección del jefe de departamento universitario ha estado presentando carencias en la universidad de Sancti Spíritus, cuestión que es importante para el logro de una mejor efectividad en la implementación de un grupo de acciones estratégicas orientadas a los procesos universitarios en función del medio ambiente y de la educación ambiental para el desarrollo sostenible, y en especial para el enfrentamiento al cambio climático. El objetivo de este trabajo es proponer a los jefes de departamento de la universidad procedimientos, en el marco de las habilidades directivas del nivel primario de gestión del ciclo directivo, que le ayuden desde la autosuperación sistemática en su actividad de dirección. Se emplearon métodos como el analítico-sintético, histórico-lógico, y empíricos como la observación científica.</p>

			<title>Introducción</title>
			<p>La autopreparación continua del jefe de departamento en función de la dirección de los procesos universitarios y de la integración de saberes medioambientales en la práctica es una exigencia de la estrategia de superación de los cuadros en la Universidad de Sancti Spíritus, debido a los complejos problemas ambientales en la actualidad, que tienen un reflejo en las organizaciones educacionales, y porque este ente es un eslabón fundamental en la aplicación de resoluciones e instrumentos de implementación relacionados con el medio ambiente y la educación ambiental para el desarrollo sostenible (en lo adelante EApDS), y en la dinamización de sus contenidos en los diferentes niveles organizativos.</p>
			<p>La actividad de dirección del jefe de departamento lo convierte en un ente fundamental para el funcionamiento institucional, al dirigir procesos integrados de docencia, investigación y extensión en la Educación Superior, bajo criterios de calidad (<xref ref-type="bibr" rid="B5">Planes, 2017</xref>). </p>
			<p>Las características que definen la unidad académica básica son reveladoras de la importancia del cargo de jefe de departamento, y de las necesidades de una sistemática autopreparación en el proceder de las habilidades de gestión del ciclo directivo para el cumplimiento eficiente de las funciones de dirección.</p>
			<p>De igual manera, el jefe de departamento docente se ocupa del desarrollo de los docentes a ese nivel, y de las relaciones con los órganos funcionales en las carreras y años. El mejoramiento de su actividad de dirección es esencial para la institución, de ahí que la autopreparación de estos en el tema medio ambiente debe convertirse en una tarea principal para la ampliación de los conocimientos en esta dimensión, y porque se inserta dentro de las problemáticas y prioridades actuales de la Educación Superior cubana.</p>
			<p>En las instituciones de educación superior, el jefe de departamento tiene la responsabilidad de aplicar la política educacional, la cual está alineada con los Objetivos del Desarrollo Sostenible (en lo adelante ODS). En este contexto, el medio ambiente, como eje temático del desarrollo económico y social del Estado cubano, se convierte en un elemento clave, especialmente ante la actual variabilidad climática.</p>
			<p>Los resultados en la incorporación de la dimensión ambiental en los diferentes procesos universitarios y ámbitos de dirección, son tangibles; sin embargo, aún no alcanzan el estado deseado. Esto es particularmente evidente en lo relacionado con la educación ambiental para el cambio climático. Dicha situación indica que no se debe caer en el conformismo, sino mantener una actitud proactiva y alineada con las demandas del contexto actual.</p>
			<p>En la universidad, para el cumplimiento del objetivo 13 del desarrollo sostenible que plantea la necesidad de adoptar medidas urgentes para combatir el cambio climático, se exige una minuciosa integración de saberes relacionados con la dimensión ambiental en la actividad de dirección.</p>
			<p>En correspondencia con lo anteriormente expresado, el objetivo del trabajo es proponer a los jefes de departamento de la universidad procedimientos, en el marco de las habilidades directivas del nivel primario del ciclo directivo, para la incorporación de la dimensión ambiental en la actividad de dirección.</p>
		</sec>
		<sec sec-type="results">
			<title>Desarrollo</title>
			<p>En la actividad de dirección del jefe de departamento, la dimensión ambiental requiere de un diseño y proyección previa para su posterior dinamización en los diferentes procesos de la educación superior. Esto supone, entre otras acciones de preparación, una autosuperación sistemática en determinados componentes que intervienen en la actividad de dirección como son las habilidades directivas.</p>
			<p>Al respecto, <xref ref-type="bibr" rid="B1">Ascón, García y Lajara (2019</xref>), señalan que las habilidades directivas son:</p>
			<disp-quote>
				<p>los componentes teóricos y prácticos necesarios para enfrentar los retos de las instituciones de la educación superior, la información y conocimientos fundamentales como dominar datos relevantes y conocimientos profesionales oportunos, la sensibilidad ante los conocimientos y facilidades para el desarrollo social. (p. 6)</p>
			</disp-quote>
			<p>Sobre la base de la conceptualización anterior, se asume como contexto de actuación principal, según los criterios de <xref ref-type="bibr" rid="B1">Ascón <italic>et al.</italic> (2019</xref>), el nivel primario del ciclo directivo de la pirámide de habilidades del directivo universitario. Este es donde se realiza la actividad de dirección del jefe de departamento, en lo relacionado con las habilidades del ciclo directivo: planificación, organización, ejecución, control y evaluación. En este sentido, el componente teórico y práctico referido está estrechamente vinculado con la dimensión ambiental.</p>
			<p>Muy cercano a las habilidades del ciclo directivo señaladas, existen otras que están orientadas a las esferas de relaciones interpersonales y sociales como la negociación, que se asume en este trabajo y se interrelaciona con la planificación. </p>
			<p>La negociación como habilidad directiva, “se considera, al decir de <xref ref-type="bibr" rid="B3">Madrigal, Delgado y González (2009</xref>), un compromiso establecido mediante un argumento o elemento con el cual se busca el mayor beneficio…” (p. 175).</p>
			<p>Para el logro de compromisos es importante conocer mediante la comunicación lo que le interesa a la otra persona. Considerando la anterior afirmación, se coincide con <xref ref-type="bibr" rid="B2">Gil-Díaz, Martínez-Prats y Rodríguez-Garza (2022</xref>), en que: “la comunicación organizacional es parte del proceso de construcción social de la realidad…” (p. 88). </p>
			<p>De igual manera, la educación en función del desarrollo sostenible, requiere de la participación articulada de todos los actores sociales en la solución de las problemáticas ambientales. De ahí, la necesaria empatía del jefe de departamento en la negociación con sus trabajadores para la garantía de sólidos compromisos a favor del medio ambiente en el contexto organizacional.</p>
			<p>Asimismo, se reconoce las habilidades directivas del nivel primario del ciclo directivo por la aplicación de procedimientos que le corresponde realizar al sujeto de dirección, de acuerdo con las facultades y atribuciones que le competen.</p>
			<p>La planificación consiste en: definición de las metas, determinación de los objetivos, elección de las decisiones más adecuadas, establecimiento de prioridades y fijación de plazos para el desarrollo de las actividades decididas. </p>
			<p>Como continuidad de la planificación, la organización permite conformar una estructura que se expresa en el estableciendo de las relaciones que deben existir entre las personas, y coordinar métodos para alcanzar sus metas. Se basa, además, en agrupar, ordenar, distribuir las tareas, definir relaciones de autoridad y coordinación; el establecimiento de las vías adecuadas para el flujo de la información, y en asignar funciones, responsabilidad y jerarquía. </p>
			<p>Por tanto, la esencia del control y la evaluación es determinar si la actividad en proceso de realización o realizada se efectúa o efectuó acorde con lo preestablecido (esto es desde el sistema de control que debe concretarse en el plan de actividades mensuales, en los de trabajo individual del cuadro y en los de desarrollo de los profesores que es donde se concretan las metas de la planeación estratégica). </p>
			<p>Tanto el control como la evaluación requieren de la observación para verificar, constatar y palpar el estado del cumplimiento de las actividades proyectadas, la retroalimentación; la comparación de cómo se realiza lo previsto en la planificación e implica el análisis de las causas de las desviaciones, y la determinación de las medidas correctivas para su rectificación. </p>
			<p>PROPUESTA DE PROCEDIMIENTO PARA LA PLANIFICACIÓN</p>
			<p>Acción 1: estudio y análisis de los documentos normativos que orientan el trabajo relacionado con el medio ambiente.</p>
			<p>Pasos:</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Autosuperación en los contenidos de las estrategias de medio ambiente, tanto del nivel nacional como de la Universidad de Sancti Spíritus, del Programa Nacional de Educación Ambiental para el Desarrollo Sostenible, 2023-2030 (en lo adelante PNEADS), y en las resoluciones y normativas del Ministerio de Educación Superior sobre el tema, principalmente en las prioridades.</p>
					</list-item>
					<list-item>
						<p>Trabajo de mesa en el que pueden participar profesores conocedores de las temáticas sobre medio ambiente.</p>
					</list-item>
				</list>
			</p>
			<p>Esta acción permite el conocimiento de las exigencias que la sociedad le plantea a la escuela, en correspondencia con el fin de la educación, y son la base para la incorporación de la dimensión ambiental.</p>
			<p>Acción 2: obtención de información de los problemas del medio ambiente que se manifiestan en los diferentes contextos espaciales: global, nacional y local relacionados con las prioridades nacionales y de la universidad en específico.</p>
			<p>Pasos: </p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Estudio de la literatura especializada en el tema medio ambiente. </p>
					</list-item>
					<list-item>
						<p>Actualización sobre los diferentes problemas del medio ambiente del contexto local particular; es decir, el que trasciende el ambiente físico y social en la unidad académica. </p>
					</list-item>
				</list>
			</p>
			<p>Acción 3: identificación de los problemas del medio ambiente, en el contexto local singular; o sea, el que alude al ambiente físico y social en la unidad académica.</p>
			<p>Pasos:</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>La observación pedagógica sistemática.</p>
					</list-item>
					<list-item>
						<p>El diagnóstico del medio ambiente incluye el estado que presentan los componentes naturales y los del ambiente social. Se integran, además, los problemas relacionados con los ambientes físico interno y el próximo al departamento, tales como: higiene, saneamiento ambiental, conservación, rehabilitación, hábitos nutricionales y la participación de los diferentes factores en su tratamiento, <bold>Acción 4:</bold> argumentación de los problemas del medio ambiente identificados.</p>
					</list-item>
				</list>
			</p>
			<p>Pasos:</p>
			<p>

						<p>El encuentro de las causas que lo originan.</p>
					</list-item>
					<list-item>
						<p>Se ofrecen las razones suficientes que justifican su comportamiento o estado.</p>
					</list-item>
				</list>
			</p>
			<p>Para la solución de un problema del medio ambiente no es suficiente el conocimiento de este y sus consecuencias, sino que es necesario encontrar sus diferentes causas.</p>
			<p>Debe tenerse presente que desde la didáctica se aborda como resolución de problemas del medio ambiente.</p>
			<p>Acción 5: búsqueda de propuestas de acciones a partir de la actualización sistemática del diagnóstico del medio ambiente.</p>
			<p>Pasos:</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Tomar en consideración las valoraciones realizadas en los diferentes espacios de trabajo.</p>
					</list-item>
					<list-item>
						<p>Socialización de la problemática del medio ambiente, y en especial lo relacionado con el cambio climático.</p>
					</list-item>
				</list>
			</p>
			<p>Con esta acción se crean las condiciones para la participación de todos los actores sociales para las precisiones de las acciones que se proyectarán.</p>
			<p>Acción 6: precisiones de las acciones.</p>
			<p>Pasos:</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Determinación del problema del medio ambiente que se va a priorizar.</p>
					</list-item>
					<list-item>
						<p>Análisis de propuestas de objetivos.</p>
					</list-item>
					<list-item>
						<p>Visualización de acciones integrales a largo plazo (planes de actividades quinquenal y anual), mediano plazo (plan de actividades mensuales) y corto plazo (plan de trabajo individual del cuadro).</p>
					</list-item>
					<list-item>
						<p>Negociación con los docentes de las metas a favor del medio ambiente en la unidad académica, y su visualización como compromiso en el plan de desarrollo individual de estos.</p>
					</list-item>
				</list>
			</p>
			<p>PROPUESTA DE PROCEDIMIENTO PARA LA ORGANIZACIÓN</p>
			<p>Acción 1: seguimiento de una secuencia de pasos interactivos para colegir acciones y obtener información que permita la toma de decisiones en cuanto al problema del medio ambiente priorizado.</p>
			<p>Pasos:</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Realización de reuniones, despachos, entrevistas y observaciones sistemáticas del estado del medio ambiente en cuestión (diagnóstico).</p>
					</list-item>
				</list>
			</p>
			<p>Esta acción favorece la incorporación de la dimensión ambiental de forma coherente en la actividad de dirección, y es la base para la toma de decisiones.</p>
			<p>Acción 2: dimensionamiento ambiental de la actividad de dirección del jefe de departamento. </p>
			<p>Pasos:</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Identificación de las dimensiones de la actividad de dirección del jefe de departamento en cuanto al medio ambiente y en correspondencia con las prioridades para facilitar su integración.</p>
					</list-item>
				</list>
			</p>
			<p>Entre las dimensiones pueden considerarse:</p>
			<p>
				<list list-type="alpha-lower">
					<list-item>
						<p>Los procesos universitarios: formación de pregrado y extensión universitaria, en los componentes académico, laboral e investigativo.</p>
					</list-item>
					<list-item>
						<p>Trabajo docente-metodológico en los diferentes niveles organizativos, que son escenarios fundamentales para el análisis y tratamiento de las estrategias de medio ambiente de la universidad, educativas, curricular de medio ambiente, y de las potencialidades educativas de su contenido.</p>
					</list-item>
					<list-item>
						<p>Ambiente departamental en el contexto universitario en el que se deben considerar el clima psicológico y el ambiente físico: saneamiento ambiental, tratamiento de residuos, iluminación, cromatismo, ventilación, atención cultural a las áreas verdes, ahorro de agua y electricidad, recuperación de materiales reciclables, entre otros.</p>
					</list-item>
				</list>
			</p>
			<p>La acción referida le permite al jefe de departamento un mejor tratamiento de la actividad de dirección en la dimensión ambiental centrado en las prioridades.</p>
			<p>Acción 3: agrupamiento de los aspectos del medio ambiente en diferentes dimensiones. </p>
			<p>Pasos: </p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Auxiliarse de la estrategia de medio ambiente de la Universidad.</p>
					</list-item>
					<list-item>
						<p>Consulta de las exigencias de la estrategia curricular de medio ambiente.</p>
					</list-item>
					<list-item>
						<p>Direccionamiento de la incorporación de la dimensión ambiental a partir del modelo del profesional, los programas de las disciplinas, y las estrategias educativas, curricular de medio ambiente, en los documentos de la actividad de dirección, en el trabajo metodológico y el ambiente departamental.</p>
					</list-item>
				</list>
			</p>
			<p>Deberán estudiarse los documentos normativos de la política ambiental cubana y del Ministerio de Educación Superior, y auxiliarse de la estrategia de medio ambiente de la Universidad. Es necesario atravesar los diferentes procesos universitarios.</p>
			<p>Acción 4: delegación de las acciones de incorporación de la dimensión ambiental en el currículo en un coordinador que representa al departamento en el grupo multidisciplinario de la universidad.</p>
			<p> Pasos:</p>
			<p>
				<list list-type="bullet">

						<p>Se garantiza la asignación de responsabilidades.</p>
					</list-item>
					<list-item>
						<p>Se asegura la ejecución y control de las acciones que se proyectan en toda la dirección organizativa.</p>
					</list-item>
				</list>
			</p>
			<p>La delegación de acciones favorece el cumplimiento de las exigencias de la actividad de dirección del jefe de departamento, pues evita que este se recargue de tareas. Además; requiere el análisis de la participación de todos los factores, y la identificación de indicadores para la medición y la comparación de los resultados.</p>
			<p>En un departamento, su jefe es el principal responsable de la incorporación de la dimensión ambiental desde el proceso de dirección, y esto conlleva a que proyecten acciones a favor de su calidad, con la mediación previa de indicadores que permiten la evaluación de las transformaciones del medio ambiente realizadas bajo su conducción.</p>
			<p>La incorporación de la dimensión ambiental en la actividad de dirección se materializa con la aplicación de las resoluciones y estrategias de implementación actuales sobre el medio ambiente y la EApDS en los documentos de la actividad de dirección, en el trabajo metodológico y el ambiente departamental, y es evidente en la solución de los problemas del medio ambiente tanto en lo que constriñe al proceso formativo, la actividad de dirección y del trabajo metodológico, el ambiente universitario; la toma de medidas correctivas a favor del ahorro de recursos, y del mejoramiento de la calidad ambiental en correspondencia con el contexto específico de que se trate.</p>
			<p>Para el logro de la incorporación de la dimensión ambiental que en un departamento se proponen algunos indicadores que le permiten al jefe de este la evaluación de la EApDS. </p>
			<p>Ambiente físico del entorno departamental (o interno):</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Limpieza de los locales: oficinas, aulas, laboratorios y almacenes; limpieza de los baños, de pasillos y salas.</p>
					</list-item>
					<list-item>
						<p>Monitoreo y ahorro de electricidad y agua.</p>
					</list-item>
					<list-item>
						<p>Gestión de residuos (recogida, tratamiento y recuperación de los reutilizables como materia prima).</p>
					</list-item>
				</list>
			</p>
			<p>Ambiente físico del entorno próximo al departamento (o externo):</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Existencia de vertederos, árboles de sombra y jardines.</p>
					</list-item>
					<list-item>
						<p>Gestión de residuos (recogida, tratamiento, y rrecuperación de los reutilizables como materia prima. Eliminación de los no reciclables, especialmente los considerados peligrosos como los reactivos químicos).</p>
					</list-item>
					<list-item>
						<p>Atención cultural a las áreas verdes.</p>
					</list-item>
				</list>
			</p>
			<p>Ambiente social del entorno departamental:</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Cumplimiento de las normas de convivencia social.</p>
					</list-item>
				</list>
			</p>
			<p>Trabajo metodológico:</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Tratamiento del contenido del medio ambiente y la EApDS en los diferentes niveles de trabajo metodológico sobre la base de lo establecido en el PNEADS.</p>
					</list-item>
				</list>
			</p>
			<p>Actividad de dirección:</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Aplicación del contenido sobre medio ambiente y la EApDS en las estrategias educativa y curricular de medio ambiente, y la concreción en el sistema de planificación y, en específico, en los planes de desarrollo individual de los profesores, en los distintos espacios o escenarios de trabajo del departamento, y en cualquier actividad de corte académico, laboral, investigativo y extensionista.</p>
					</list-item>
				</list>
			</p>
			<p>Toma de medidas correctivas:</p>
			<p>Conlleva a la proyección de un plan de mejoras en relación con el tratamiento de la EApDS, y el mejoramiento de la calidad ambiental.</p>
			<p>PROPUESTA DE PROCEDIMIENTO PARA LA REGULACIÓN O MANDO</p>
			<p>Acción 1: sincronización de las habilidades directivas del nivel primario del ciclo directivo.</p>
			<p>Pasos:</p>
			<p>

						<p>Ejecución coordinada e integral de la actividad de todos los elementos y factores que intervienen en el proceso de dirección a favor del medio ambiente.</p>
					</list-item>
					<list-item>
						<p>Delegación de la autoridad en la conducción de las tareas relacionadas con el tema del medio ambiente. </p>
					</list-item>
				</list>
			</p>
			<p>La acción señalada favorece el aseguramiento de la organización de todos los elementos y tareas para cumplir los objetivos. </p>
			<p>Pueden seguirse diferentes vías: intercambios de criterios de forma individual, creación de comisiones de trabajo, reuniones y despachos.</p>
			<p>Implica la asignación con suficiente antelación de las tareas y los resultados que se esperan obtener.</p>
			<p>Comprende la atribución de poder, especialmente al integrante de la unidad académica que forma parte del grupo multidisciplinario de medio ambiente en la universidad para la proyección y control del trabajo relacionado con la incorporación de la dimensión ambiental.</p>
			<p>Demanda de la información necesaria sobre el diagnóstico del medio ambiente del área, y el establecimiento de un sistema de control que permita el seguimiento, acompañamiento y evaluación de las acciones para la solución de la problemática existente.</p>
			<p>La delegación de autoridad le permite al jefe de departamento hacer un uso adecuado de su tiempo y lograr un clima psicológico pertinente entre sus subordinados.</p>
			<p>Acción 2: ordenamiento de la ejecución de las acciones hacia el medio ambiente en correspondencia con el contexto específico a tener en consideración. </p>
			<p>Pasos</p>

						<p>Se expresa la orden con claridad, mediante un lenguaje que esté en correspondencia con los subordinados que la reciben.</p>

			<p>El jefe de departamento debe tener presente las sugerencias de los diferentes actores sociales del medio ambiente.</p>
			<p>Acción 3: aplicación de la persuasión como método para lograr una adecuada disciplina hacia el medio ambiente.</p>

						<p>Se enfatiza de manera sistemática en las cualidades positivas de los diferentes actores sociales hacia el medio ambiente.</p>

					<list-item>
						<p>Se demuestra una conducta positiva hacia el medio ambiente para que concientice a los demás de las normas y reglas de disciplina a su favor.</p>

						<p>Se definen los objetivos y su intencionalidad educativa con relación al medio ambiente.</p>
					</list-item>
					<list-item>
						<p>Emisión con claridad de instrucciones sobre cómo incorporar la EApDS en las estrategias educativa, curricular de medio ambiente, y en los programas de las disciplinas. </p>

			</p>
			<p>Acción 4: resolución y/o solución de los problemas del medio ambiente.</p>

						<p>Identificación del problema o conflicto en los diferentes ambientes. Esto requiere la evaluación de lo que se desea que cambie, así como la definición del problema real.</p>

						<p>Se aclaran conceptos y términos: aquellos que en el texto del problema resulten difíciles o dudosos, de manera que todo el colectivo de profesores comparta su significado.</p>
					</list-item>
					<list-item>
						<p>Definición del problema. </p>

						<p>Análisis del problema. Este implica dividirlo en partes pequeñas, y buscar causas y responsables, así como la determinación y evaluación de la efectividad del control. Es recomendable apoyarse en el colectivo pedagógico. </p>

					<list-item>
						<p>Es necesario la determinación del lugar donde se produce y las complicaciones de su ubicación.</p>
					</list-item>
					<list-item>
						<p>Se discriminará el problema del medio ambiente para ver si es parte de otro problema más complejo, y, a la vez, suma de numerosos y pequeños problemas.</p>
					</list-item>
					<list-item>
						<p>En el análisis debe quedar claro si el problema puede solucionarse mediante complejas y múltiples variantes, que a veces dependen de pequeñas soluciones. </p>
					</list-item>
					<list-item>
						<p>En la percepción del problema del medio ambiente deberán integrarse diferentes ámbitos sociales, las ideas que tienen los profesores y estudiantes sobre este, la importancia que reviste, los efectos directos sobre la salud, la relación con el bienestar y la calidad de vida.</p>

						<p>Búsqueda de soluciones que conlleva a la determinación de las principales causas y la profundización de la información. </p>
					</list-item>
					<list-item>
						<p>Selección de la mejor alternativa.</p>

						<p>Organización de la ejecución que implica cómo pensar y enfrentar la tarea, la elaboración de la estrategia general.</p>

			<p>Acción 5: estimulación de la creatividad y la innovación en el tratamiento en la solución de los problemas del medio ambiente priorizados en la estrategia de la Universidad.</p>

			<p>La solución de los problemas ambientales en una unidad académica básica, como el departamento docente, debe conducir gradualmente a la mejora de su calidad educativa. Este proceso depende de la actividad de dirección del jefe, quien, como líder, debe integrar prácticas sostenibles en sus funciones directivas. Según <xref ref-type="bibr" rid="B4">Méndez, Carvajal y Marrero (2018</xref>), este rol implica actuar como un educador ambiental, promoviendo la conciencia ambiental y alineando las acciones institucionales con principios de sostenibilidad.</p>
		</sec>
		<sec sec-type="conclusions">
			<title>Conclusiones</title>
			<p>Para que el jefe de departamento conduzca de manera adecuada el proceso de incorporación de la dimensión ambiental, debe haberse apropiado de las habilidades directivas del nivel primario del ciclo directivo, y de otras como es la negociación. </p>
			<p>Abordar los desafíos ambientales en el ámbito académico fortalece la actividad de dirección bajo un enfoque sostenible. La figura del jefe de departamento, como agente de cambio, debe articular estrategias que integren la educación ambiental. Esto garantiza una coherencia entre la teoría pedagógica y la práctica institucional, en correspondencia con los ODS.</p>
			<p>La aplicación de procedimientos para la incorporación de la dimensión ambiental en la actividad de dirección del jefe de departamento contribuye a la dinamización de esta y a la optimización de la calidad educativa. Los resultados han estado evidenciando que, al dominar las habilidades directivas referidas, se posiciona como actor clave en el cumplimiento de su rol de educador ambiental.</p>
			<p>Los indicadores que permiten la evaluación de la incorporación de la EApDS en un departamento docente podrían abarcar diferentes aspectos, entre estos: ambientes físico y social del entorno departamental, trabajo metodológico, actividad de dirección y la toma de medidas correctivas.</p>

				<title>ABSTRACT</title>
				<p>The incorporation of the environmental dimension into the management activity of university department heads has exhibited shortcomings at the University of Sancti Spíritus. These shortcomings are linked to the approaches in this domain for enhancing the effectiveness of implementing a set strategic actions aimed at university processes related to the environment and environmental education for sustainable development, particularly in addressing climate change. The objective of this work is to propose procedures within the framework of primary-level management skills in the managerial cycle for department heads to utilize, as it is evident that mastering these skills positions them as key actors in resolving environment issues. Methods such as analytical-synthetic and historical-logical approaches were employed, alongside empirical methods like scientific observation.</p>

				<title>Introduction</title>
				<p>The continuous self-preparation of the department head in function of the direction of university processes and the integration of environmental knowledge in practice is a requirement of the strategy for the improvement of cadres at the University of Sancti Spíritus, due to the complex environmental problems at present, which have a reflection in educational organizations, and because this entity is a fundamental link in the application of resolutions and implementation instruments related to the environment and environmental education for sustainable development (hereinafter EApDS), and in the dynamization of its contents in the different organizational levels.</p>
				<p>The management activity of the department head makes it a fundamental entity for institutional functioning, by leading integrated processes of teaching, research and extension in Higher Education, under quality criteria (<xref ref-type="bibr" rid="B5">Planes, 2017</xref>). </p>
				<p>The characteristics that define the basic academic unit are revealing of the importance of the department head position, and of the needs of a systematic self-preparation in the proceeding of the management skills of the directive cycle for the efficient fulfillment of the management functions.</p>
				<p>Similarly, the head of the teaching department is responsible for the development of teachers at that level, and for relations with functional bodies in careers and years. The improvement of their management activity is essential for the institution, hence the self-preparation of these in the environmental issue should become a main task for the expansion of knowledge in this dimension, and because it is inserted within the current problems and priorities of Cuban Higher Education.</p>
				<p>In higher education institutions, the department head is responsible for implementing the educational policy, which is aligned with the Sustainable Development Goals (hereinafter SDGs). In this context, the environment, as a thematic axis of the economic and social development of the Cuban State, becomes a key element, especially in the face of the current climate variability.</p>
				<p>The results in the incorporation of the environmental dimension in the different university processes and areas of management are tangible; however, they have not yet reached the desired state. This is particularly evident in relation to environmental education for climate change. This situation indicates that we should not fall into conformism, but rather maintain a proactive attitude aligned with the demands of the current context.</p>
				<p>In the university, in order to comply with goal 13 of sustainable development, which states the need to adopt urgent measures to combat climate change, a thorough integration of knowledge related to the environmental dimension in the management activity is required.</p>
				<p>In correspondence with the above, the objective of this work is to propose procedures to university department heads, within the framework of the managerial skills of the primary level of the managerial cycle, for the incorporation of the environmental dimension in the management activity.</p>
			</sec>
			<sec sec-type="results">
				<title>Development</title>
				<p>In the management activity of the department head, the environmental dimension requires a previous design and projection for its subsequent dynamization in the different processes of higher education. This implies, among other preparation actions, a systematic self-improvement in certain components involved in the management activity, such as managerial skills.</p>
				<p>In this regard, <xref ref-type="bibr" rid="B1">Ascón, García and Lajara (2019</xref>), point out that managerial skills are:</p>
				<p>the theoretical and practical components necessary to face the challenges of higher education institutions, fundamental information and knowledge such as mastering relevant data and timely professional knowledge, sensitivity to knowledge and facilities for social development. (p. 6)</p>
				<p>Based on the above conceptualization, the primary level of the managerial cycle of the pyramid of skills of the university manager is assumed as the main context of action, according to the criteria of <xref ref-type="bibr" rid="B1">Ascón et al. (2019</xref>). This is where the management activity of the department head is carried out, as related to the skills of the managerial cycle: planning, organization, execution, control and evaluation. In this sense, the theoretical and practical component referred to is closely linked to the environmental dimension.</p>
				<p>Very close to the management cycle skills mentioned above, there are others that are oriented to the spheres of interpersonal and social relations, such as negotiation, which is assumed in this work and is interrelated with planning. </p>
				<p>Negotiation as a managerial skill “is considered, according to <xref ref-type="bibr" rid="B3">Madrigal, Delgado and González (2009</xref>), a commitment established by means of an argument or element with which the greatest benefit is sought...” (p. 175).</p>
				<p>In order to achieve commitments it is important to know through communication what interests the other person. Considering the above statement, we agree with <xref ref-type="bibr" rid="B2">Gil-Díaz, Martínez-Prats and Rodríguez-Garza (2022</xref>), that: “organizational communication is part of the process of social construction of reality...” (p. 88). </p>
				<p>Likewise, education for sustainable development requires the articulated participation of all social actors in the solution of environmental problems. Hence, the necessary empathy of the department head in negotiating with his workers to guarantee solid commitments in favor of the environment in the organizational context.</p>
				<p>Likewise, the managerial skills of the primary level of the managerial cycle are recognized by the application of procedures that correspond to the subject of management, in accordance with the faculties and attributions that correspond to them.</p>
				<p>Planning consists of: defining goals, determining objectives, choosing the most appropriate decisions, establishing priorities and setting deadlines for the development of the activities decided upon. </p>
				<p>As a continuity of planning, the organization allows to form a structure that is expressed in the establishment of the relationships that must exist between people, and to coordinate methods to achieve their goals. It is also based on grouping, ordering, distributing tasks, defining authority and coordination relationships, establishing the appropriate channels for the flow of information, and assigning functions, responsibility and hierarchy. </p>
				<p>Therefore, the essence of control and evaluation is to determine whether the activity being carried out or carried out is or was carried out in accordance with the pre-established (this is from the control system that should be specified in the monthly activity plan, in the individual work plans of the staff and in the teachers' development plans, which is where the goals of the strategic planning are specified). </p>
				<p>Both control and evaluation require observation to verify, verify and feel the state of compliance with the projected activities, feedback; the comparison of how the planned activities are carried out and implies the analysis of the causes of deviations, and the determination of corrective measures for their rectification. </p>
				<p>PROPOSED PROCEDURE FOR PLANNING</p>
				<p>Action 1: study and analysis of the normative documents that guide the work related to the environment.</p>

							<p>Self-improvement in the contents of the environmental strategies, both at the national level and at the University of Sancti Spiritus, of the National Program of Environmental Education for Sustainable Development, 2023-2030 (hereinafter PNEADS), and in the resolutions and regulations of the Ministry of Higher Education on the subject, mainly in the priorities.</p>

							<p>Table work in which professors knowledgeable in environmental issues can participate.</p>

				<p>This action allows the knowledge of the demands that society poses to the school, in correspondence with the purpose of education, and are the basis for the incorporation of the environmental dimension.</p>

				<p>In a department, its head is the main responsible for the incorporation of the environmental dimension from the management process, and this leads to project actions in favor of its quality, with the prior mediation of indicators that allow the evaluation of the environmental transformations carried out under his leadership.</p>
				<p>The incorporation of the environmental dimension in the management activity is materialized with the application of the resolutions and current implementation strategies on the environment and the EApDS in the documents of the management activity, in the methodological work and the departmental environment, and it is evident in the solution of the problems of the environment both in what concerns the formative process, the management activity and the methodological work, the university environment; the taking of corrective measures in favor of the saving of resources, and the improvement of the environmental quality in correspondence with the specific context in question.</p>
				<p>In order to achieve the incorporation of the environmental dimension in a department, some indicators are proposed that allow the head of the department to evaluate the EApDS. </p>
				<p>Physical environment of the departmental (or internal) environment:</p>

							<p>Cleanliness of the premises: offices, classrooms, laboratories and warehouses; cleanliness of bathrooms, corridors and rooms.</p>

				<p>Demand of the necessary information on the diagnosis of the environment of the area, and the establishment of a control system that allows the follow-up, monitoring and evaluation of the actions for the solution of the existing problems.</p>
				<p>The delegation of authority allows the department head to make appropriate use of his time and to achieve a relevant psychological climate among his subordinates.</p>
				<p>Action 2: order the execution of actions towards the environment in correspondence with the specific context to be taken into consideration. </p>

				</p>
				<p>The solution of environmental problems in a basic academic unit, such as the teaching department, should gradually lead to the improvement of its educational quality. This process depends on the management activity of the head, who, as a leader, must integrate sustainable practices in his management functions. According to <xref ref-type="bibr" rid="B4">Méndez, Carvajal and Marrero (2018</xref>), this role implies acting as an environmental educator, promoting environmental awareness and aligning institutional actions with sustainability principles.</p>
			</sec>
			<sec sec-type="conclusions">
				<title>Conclusions</title>
				<p>In order for the department head to adequately lead the process of incorporating the environmental dimension, they must have acquired the managerial skills of the primary level of the management cycle, as well as others such as negotiation. </p>
				<p>Addressing environmental challenges in the academic environment strengthens the management activity under a sustainable approach. The figure of the department head, as an agent of change, should articulate strategies that integrate environmental education. This ensures coherence between pedagogical theory and institutional practice, in correspondence with the SDGs.</p>
				<p>The application of procedures for the incorporation of the environmental dimension in the department head's management activity contributes to its dynamization and to the optimization of educational quality. The results have been showing that, by mastering the referred management skills, they positioned as a key factor in the fulfillment of the role as an environmental educator.</p>
				<p>The indicators that allow the evaluation of the incorporation of the EApDS in a teaching department could cover different aspects, among these: physical and social environments of the departmental environment, methodological work, management activity and the taking of corrective measures.</p>
