				<title>RESUMEN</title>
				<p>La atención a educandos con retraso del lenguaje en condiciones de inclusión educativa en el contexto regular asume un enfoque pedagógico de corte cuantitativo y cualitativo con los procedimientos que contribuyan a resolver ese problema de la comunicación. El presente trabajo es el resultado de una investigación centrada en la necesidad de proponer acciones intencionadas hacia la labor preventiva, correctiva, compensatoria con la participación del logopeda y los agentes que intervienen en un contexto educativo. En este artículo se propone una estrategia metodológica con acciones dirigidas a la preparación del maestro primario en la atención inclusiva al retraso del lenguaje.</p>

			<title>Introducción</title>
			<p>En la actualidad, la educación enfrenta nuevos desafíos que son cruciales para el desarrollo de la sociedad, la escuela desempeña un rol social fundamental al formar a las nuevas generaciones. La constante actualización de los conocimientos, habilidades y valores del personal docente es una preocupación prioritaria para el gobierno cubano en todos los niveles de enseñanza.</p>
			<p>El encargo del maestro en el contexto actual del Tercer perfeccionamiento funciona como el vínculo esencial entre todos los elementos que participan en el proceso educativo; su función consiste en orientar, regular y mejorar, de manera continua, los mecanismos de comunicación y las relaciones sociales tanto dentro como fuera de la institución educativa, para ser consecuente con el planteamiento referido a: “Esta perspectiva inclusiva demanda la acción mancomunada de todos los agentes y agencias educativas en los diferentes contextos”. <xref ref-type="bibr" rid="B8">Instituto Central de Ciencias Pedagógicas (ICCP) (2016</xref>).</p>
			<p>De modo que, para el logro de este propósito es imprescindible modificar su forma de pensar sobre el fenómeno educativo, con vistas a operar cambios en su práctica aplicando creadoramente los conocimientos y las habilidades adquiridas, teniendo en cuenta la situación contextual específica en que se desenvuelven sus educandos, teniendo en cuenta aquellos que presentan alguna situación específica, con énfasis, en los que tienen retraso del lenguaje, lo que afecta su comunicación y puede incidir en su aprendizaje y en la interrelación con su entorno social.</p>
			<p>El Ministerio de Educación en la actualidad centra sus objetivos de trabajo en contribuir al desarrollo integral del educando, mediante la adquisición y consolidación de conocimientos y habilidades; para ello se espera que refleje en niveles superiores de conocimientos de manera ascendente, lo cual debe ser expresado en la comunicación, el comportamiento, los hábitos, los valores, en sus sentimientos, formas de pensar y actuar, preparándolos para enfrentar las exigencias cuando avancen al siguiente nivel educativo que les corresponda, lo cual requiere de un uso adecuado del lenguaje.</p>
			<p>En el ámbito pedagógico, el desarrollo del lenguaje se convierte en un desafío significativo, de modo que se debe tener presente su desarrollo evolutivo y las etapas por las que atraviesa este, a decir por (<xref ref-type="bibr" rid="B6">Fernández, Pons, Carreras, 2013</xref>, p. 62). Su importancia es especialmente relevante en el proceso educativo al manifestarse como un elemento social y de interacción entre el maestro, el educando y los diferentes agentes educativos.</p>
			<p>La investigación que se realiza empleó diferentes métodos teóricos, empíricos, matemáticos-estadísticos, su base metodológica se encuentra en la concepción dialéctico-materialista y en el método filosófico general de las ciencias, a través de los cuales se logra revelar las relaciones causales, funcionales y contradictorias relacionadas con la preparación del maestro primario para abordar el retraso del lenguaje en el contexto regular.</p>
			<p>El objetivo de la investigación es la propuesta de una estrategia metodológica con las acciones dirigidas a la preparación acertada que debe alcanzar el maestro primario para la atención acertada a educandos con retraso del lenguaje incluido en el contexto regular.</p>
		</sec>
		<sec sec-type="results">
			<title>Desarrollo</title>
			<p>El lenguaje es una creación exclusiva de la vida social humana, es lo que nos distingue y nos hace más avanzados que otros seres del planeta, es una facultad innata que nos permite comunicarnos mediante signos fónicos y gráficos, los cuales son el resultado de nuestra interacción social y cumple diversas funciones, como ser instrumental, regulativo, interactivo, personal, heurístico y representativo.</p>
			<p>Sin embargo, el lenguaje no siempre se desarrolla de igual forma, tal es el caso de los educandos que presentan retraso del lenguaje que asisten a la enseñanza primaria, donde existe un retraso en la adquisición del mismo y la comprensión se encuentra en los límites normales, se afectan los componentes fonológicos, léxico-semántico y morfosintáctico, por diferentes causales (<xref ref-type="bibr" rid="B6">Fernández, Pons, Carreras, 2013</xref>); por consiguiente, se necesita de un maestro bien preparado que logre desde el proceso pedagógico dominar este aspecto y ofrecer una atención inclusiva a estos educandos.</p>
			<p>Ahora bien, se han realizado investigaciones e intervenciones desde el aula y en todo el proceso de enseñanza aprendizaje, pero han sido muy generales, siendo aún insuficiente la atención que reciben los educandos con retraso del lenguaje en condiciones de inclusión en el proceso pedagógico.</p>
			<p>Se considera que existe un retraso del lenguaje, según refiere, <xref ref-type="bibr" rid="B5">Díaz (2021</xref>), cuando los educandos comienzan a hablar tardíamente, es más lenta en cualquiera de sus etapas, sin tener asociados problemas de audición o neurológicos. y en ocasiones no lleguen a decir una palabra hasta los dos años.</p>
			<p>El maestro como mediador de esta labor, debe preparar al educando para enfrentar los retos del desarrollo y elevar sus potencialidades para enfrentar sus limitaciones en la comunicación. Desarrollar un pensamiento realista, optimista y alternativo es una buena dosis para enfrentar conflictos, depresión y bajo rendimiento con la consiguiente sensación de fracaso. (<xref ref-type="bibr" rid="B1">Álvarez, 2011</xref>, p. 36)</p>
			<p>Por tanto, como formador y evaluador del desarrollo, el maestro también está inmerso en un proceso de formación complejo, por lo que es crucial establecer un vínculo estrecho entre una profunda sensibilidad hacia la labor que realiza y el desarrollo de un sistema de preparación bien organizado que responda a las necesidades reales y le permita ejercer con éxito la tarea de educar.</p>
			<p>Por todo ello el maestro tiene que prepararse, pues su función extraordinaria puede dejar una huella en sus educandos. La preparación del maestro no puede descuidar estas consideraciones. “El maestro como formador y evaluador del desarrollo es a su vez sujeto de un proceso de formación complejo donde se ponen a prueba concepciones metodológicas y prácticas”. (<xref ref-type="bibr" rid="B2">Castillo, 2004</xref>, p. 38).</p>
			<p>Autores como <xref ref-type="bibr" rid="B4">De la Vega (2019</xref>), <xref ref-type="bibr" rid="B7">García (2020</xref>) y <xref ref-type="bibr" rid="B9">Rodríguez (2021</xref>), han contribuido a la preparación del maestro para la atención inclusiva de los educandos, ofreciendo valiosas estrategias, metodologías, que pueden ser aplicadas en la formación del docente y en el aula, siendo aún insuficiente la atención inclusiva al retraso del lenguaje.</p>
			<p>Para que la preparación del maestro sea efectiva, es necesario cumplir con una serie de requisitos, entre ellos, se destaca la organización de acciones que permitan al educando corregir o compensar sus necesidades educativas, esto estimula su zona de desarrollo próximo, tal y como enfatiza <xref ref-type="bibr" rid="B10">Vygotsky (1995</xref>):</p>
			<disp-quote>
				<p>… en la enseñanza es necesario apoyarse no tanto en lo ya alcanzado por el niño, como en los procesos que se desarrollan y en los que aún están en formación. En la diferenciación de lo que es accesible al niño sólo en la colaboración con los adultos. (p. 300)</p>
			</disp-quote>
			<p>Y ello también implica estructurar el proceso pedagógico para lograr avances en el aprendizaje y en la comprensión de las normas de convivencia social, y al respecto prosigue <xref ref-type="bibr" rid="B10">Vygotsky (1995</xref>):</p>
			<disp-quote>
				<p> … las fuentes del desarrollo de los procesos psíquicos siempre son sociales… fue planteada y fundamentada la idea sobre la necesidad de corregir temprano el desarrollo anormal y de tomar en consideración la zona del desarrollo próximo al hacer el diagnóstico de los niños… (p. 300)</p>
			</disp-quote>
			<p>Y ello demuestra, según planteó <xref ref-type="bibr" rid="B10">Vygotsky (1995</xref>):</p>
			<disp-quote>
				<p>…en la idea sobre la ampliación de la zona de desarrollo próximo y de la ampliación de las posibilidades potenciales del niño… Esta idea, que demuestra el carácter dialéctico del proceso de desarrollo… y al análisis de la efectividad del proceso pedagógico… (p. 300)</p>
			</disp-quote>
			<p>En este orden, cada maestro, en su labor y en la estrategia que elija, debe recordar la importancia de conectar su trabajo con la influencia educativa que ejerce sobre sus educandos, así podrá cosechar los frutos deseados a partir de cumplir con el fin y objetivos del nivel educativo, teniendo en cuenta su encargo social.</p>
			<p>Es importante considerar que las orientaciones para el desarrollo de la comunicación del educando van más allá del ámbito escolar, la influencia del maestro debe extenderse también al hogar y a la comunidad, por lo tanto, es relevante analizar las particularidades de la preparación del maestro para atender a los educandos con retraso del lenguaje en condiciones de inclusión, por ello es preciso movilizar los recursos, apoyos y ayudas que satisfagan las necesidades y demandas de los educandos, para alcanzar dichos propósitos.</p>
			<p>Por ende, en su labor las orientaciones para el desarrollo de la personalidad del educando trascienden el marco de la institución educativa y su influencia debe dirigirse a otros contextos, fundamentalmente al hogar y a la comunidad; en consecuencia, es conveniente analizar las peculiaridades de la preparación del maestro para interactuar con los educandos a partir de las características que presentan y las problemáticas que le aquejan en su desarrollo, tal es el caso de los educandos con retraso del lenguaje.</p>
			<p>Es por ello, que un aspecto sustancial de la preparación del maestro son las oportunidades de desarrollo para todos los educandos en dependencia de sus potencialidades; todo ello implica un trabajo cuidadoso del maestro para valorar la elevada capacidad de aprendizaje y la extraordinaria plasticidad del sistema nervioso del educando en su función compensatoria y en las posibilidades de la estimulación oportuna bajo la influencia de la educación y la enseñanza, cuestión que se debe aprovechar para ejercer toda la influencia correctiva y educativa que se necesite , máximo cuando se está refiriendo a los problemas de la comunicación, con énfasis en los retrasos del lenguaje.</p>
			<p>Por otra parte, se hace referencia a la responsabilidad que tiene cada institución educativa en asegurar la preparación continua en temas relacionados a la inclusión desde los aspectos teóricos y metodológicos como herramientas pedagógicas para que los maestros puedan atender a todos los educandos y lograr una verdadera educación inclusiva, ello incluye a los que presentan problemas de comunicación.</p>
			<p> Para cumplir con el cometido planteado se precisa proponer estrategias de trabajo bien articuladas; de manera que en la literatura científica se abordan numerosas definiciones en el ámbito educativo, en todas ellas indistintamente se analizan los siguientes elementos a tener en cuenta a la hora de elaborar una estrategia:</p>
			<p>
				<list list-type="order">
					<list-item>
						<p>Persiguen objetivos definidos que se pueden clasificar según su magnitud y alcance, en generales y particulares.</p>
					</list-item>
					<list-item>
						<p>Se organizan y diseñan por etapas.</p>
					</list-item>
					<list-item>
						<p>Suponen acciones transformadoras y sistémicas, que provoquen cambios en la situación problémica que la originó.</p>
					</list-item>
					<list-item>
						<p>Se concretan en determinadas áreas del saber humano, para el caso que se presenta es pedagógica.</p>
					</list-item>
					<list-item>
						<p>En su concepción incluyen mecanismos de control y retroalimentación que posibilitan la evaluación de los resultados a alcanzar a corto, mediano o largo plazo.</p>
					</list-item>
				</list>
			</p>
			<p>Es preciso señalar que son importantes los elementos acotados por todas ellas, y se coincide con lo abordado por <xref ref-type="bibr" rid="B3">De Armas y Valle Lima (2011</xref>), cuando refiere que una estrategia es “la dirección de acciones secuenciales e interrelacionadas que partiendo de un estado inicial (dado por el diagnóstico) permiten dirigir el paso a un estado ideal consecuencia de la planeación” (p. 26).</p>
			<p>También este autor plantea que la estrategia debe tener como componentes estructurales: “misión, objetivos, acciones, métodos y procedimientos, los responsables de las acciones y el tiempo en que deben ser realizadas; las formas de implementación y las formas de evaluación” (p. 27).</p>
			<p>En estos planteamientos queda evidente la necesidad de que la estrategia debe conservar su valor humanista, transformadora, dinámica y flexible, orientado a satisfacer los objetivos para el que fue diseñada y con ello, el logro de un resultado esperado a partir de las acciones que se plantea y de la problemática presentada.</p>
			<p> De manera que en la Pedagogía se presenten algunos términos como: estrategias educativas, de enseñanza, de aprendizaje, pedagógicas, metodológicas, indistintamente como sistema de influencias de manera general, con carácter transformador y desarrollador, para el caso de la investigación que se desarrolla se contextualiza a la estrategia metodológica porque se direcciona hacia la preparación del maestro primario para adquirir conocimientos y poder ejercer su influencia hacia los diferentes entornos: escolar, comunitario, la familia, las diferentes agencias y los agentes que interactúan para el desarrollo de una adecuada comunicación de los educandos, a través del trabajo en red.</p>
			<p>Según el <xref ref-type="bibr" rid="B8">Instituto Central de Ciencias Pedagógicas (ICCP) (2016</xref>).</p>
			<disp-quote>
				<p>El trabajo en red viabiliza el empleo de diversas formas de trabajo metodológico, superación e investigación, a través de la conformación de centros de recursos humanos, didácticos, organizativos, metodológicos y de nuevas tecnologías, que dé atención a las necesidades y demandas de los educandos, los educadores, las familias y la comunidad; para el cumplimiento del Fin y los objetivos planteados para cada nivel educativo. (p. 7)</p>
			</disp-quote>
			<p>La estrategia metodológica dirigida a la preparación del maestro primario para la atención inclusiva a los educandos con retraso del lenguaje, concibe esta preparación desde un punto teórico y otro práctico se asume al maestro como sujeto y objeto de asimilación de conocimientos y métodos para la atención a los educandos, dicha estrategia pretende desde la preparación al maestro que comprendan que la atención educativa inclusiva no va separada del proceso pedagógico.</p>
			<p>La muestra seleccionada es de carácter intencional, integrada por: 23 maestros, una directora, dos coordinadoras, psicopedagoga, ocho especialistas, la logopeda de la Escuela Primaria “23 de Agosto”.</p>
			<p>En la investigación que se realiza se emplearon diferentes métodos teóricos, empíricos, matemático -estadísticos, teniendo como base metodológica la concepción dialéctico materialista, del método filosófico general de la ciencia. Permite revelar las relaciones causales, funcionales y contradictorias concernientes a la preparación del maestro primario para la atención inclusiva al retraso del lenguaje en el contexto regular primario.</p>
			<p>En los resultados de la observación a clases sobre la atención que ofrecen los maestros a los educandos con retraso del lenguaje en el contexto regular primario, se detecta:</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Insuficiente preparación del maestro primario para contribuir a la atención inclusiva a educandos que presentan retraso del lenguaje.</p>
					</list-item>
					<list-item>
						<p>Los diferentes documentos normativos no ofrecen de manera suficiente orientaciones para el trabajo con los educandos que presentan retraso del lenguaje atendidos en el contexto regular.</p>
					</list-item>
					<list-item>
						<p>El empleo de métodos, procedimientos y recursos de apoyo que propicien el desarrollo de los diferentes componentes del lenguaje.</p>
					</list-item>
					<list-item>
						<p>Limitado empleo de actividades diferenciadoras desde la planificación de los sistemas de clases para brindar atención a los educandos con retraso del lenguaje.</p>
					</list-item>
				</list>
			</p>
			<p>Las encuestas aplicadas a los maestros, confirmaron que existe escaso conocimiento sobre los educandos con retraso del lenguaje, además las bibliografías son limitadas para ofrecer una adecuada atención a los educandos y contribuir al desarrollo del lenguaje.</p>
			<p>La entrevista realizada demostró que:</p>
			<p>La preparación que poseen los maestros para la atención a los educandos con retraso del lenguaje en el contexto regular es insuficiente, a su vez muestran limitados conocimientos sobre:</p>
			<p>

					<list-item>
						<p>El desarrollo ontogenético del lenguaje.</p>
					</list-item>
					<list-item>
						<p>Las principales características que se manifiestan en los educandos con retraso del lenguaje.</p>
					</list-item>
					<list-item>
						<p>Las diferentes actividades a realizar desde el proceso docente educativo para contribuir con la atención educativa al retraso del lenguaje.</p>
					</list-item>
					<list-item>
						<p>Los elementos relacionados con la inclusión.</p>
					</list-item>
				</list>
			</p>
			<p>Las dificultades detectadas revelaron el escaso conocimiento de los maestros primarios sobre el retraso del lenguaje; ello supone la propuesta de la estrategia con el objetivo de:</p>
			<p>Diseñar acciones de preparación al maestro y agentes educativos para la atención inclusiva a los educandos con retrasos del lenguaje en el contexto regular.</p>
			<p>A continuación, se proponen las acciones siguientes:</p>
			<p>Acciones para los maestros</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Proyectar actividades en el orden científico metodológico de preparación al maestro relacionado con las características de los retrasos del lenguaje.</p>
					</list-item>
					<list-item>
						<p>Realizar un análisis de las necesidades lingüísticas de los educandos con retraso del lenguaje e implicar a todos los agentes en este proceso.</p>
					</list-item>
					<list-item>
						<p>Talleres y estudios de casos con las principales consideraciones en torno a los problemas de la comunicación con énfasis en los retrasos del lenguaje con la participación de todos los agentes que interactúan en el proceso.</p>
					</list-item>
					<list-item>
						<p>Controlar las limitaciones en el área de la comunicación, llevando a cabo un diagnóstico preciso para que se incluyan las acciones necesarias a trabajar en el proyecto educativo institucional con la participación de todos los agentes y las agencias educativas.</p>
					</list-item>
					<list-item>
						<p>Proyectar los diferentes contenidos de las asignaturas a partir de las habilidades lingüísticas de cada educando con un carácter dinámico y continuo.</p>
					</list-item>
					<list-item>
						<p>Emplear recursos didácticos como, juegos, canciones, rimas, medios de enseñanzas asequibles al desarrollo del lenguaje de los educandos y que estos tengan continuidad desde el trabajo multifactorial.</p>
					</list-item>
					<list-item>
						<p>Coordinar estrategias con otros especialistas para contribuir con el desarrollo del lenguaje, tanto en actividades docentes como extradocentes para que se contemple lo multifactorial, dinámico y continuo.</p>
					</list-item>
					<list-item>
						<p>Emplear las tecnologías de la comunicación en el desarrollo de las actividades para mayor motivación de las mismas.</p>
					</list-item>
					<list-item>
						<p>Emplear en todo momento instrucciones claras, precisas y sencillas y que sean demostradas y ejecutadas por todos los implicados en el proceso educativo del educando. </p>
					</list-item>
					<list-item>
						<p>Ofrecer más tiempo para aclarar las dudas de los educandos con retraso del lenguaje y reforzar los conceptos trabajados en clases con la realización de preguntas que contribuyan al desarrollo de la expresión oral. Este mismo proceso debe ejecutarse por los que interactúan en la corrección del problema de comunicación presente en el educando.</p>
					</list-item>
					<list-item>
						<p>Sensibilizar a los demás educandos sobre la situación de sus compañeros, enfatizando en el respeto hacia ellos y que se brinden las ayudas necesarias a partir del trabajo en colaboración que deben exigir todos los factores que interactúan en este proceso.</p>
					</list-item>
				</list>
			</p>
			<p>Acciones para los agentes educativos</p>
			<p>
				<list list-type="bullet">
					<list-item>
						<p>Crear actividades variadas y motivadoras para desarrollar los componentes del lenguaje (fónico, léxico, gramatical), las que deben socializarse con las demás agencias y agentes que intervienen en el proceso correctivo.</p>
					</list-item>
					<list-item>
						<p>Desarrollar la comunicación, de los educandos permitiendo que hablen y terminen sus palabras sin ayuda, es necesario que se vayan rectificando los errores cometidos, pero de manera positiva. Esta actividad desde el proyecto educativo debe generalizarse con los demás agentes.</p>
					</list-item>
					<list-item>
						<p>Comunicar a la familia la atención que se le brinda a los educandos con retraso del lenguaje para que desde el hogar contribuyan a la superación del trastorno, lo cual cumple con el carácter dinámico y continuo que se necesita.</p>
					</list-item>
					<list-item>
						<p>Evaluar de manera sistemática el avance lingüístico de los educandos y rediseñar las acciones según las nuevas necesidades, las que se deben compartir con todos los implicados en este proceso.</p>
					</list-item>
				</list>
			</p>
			<p>Las acciones diseñadas en la estrategia pedagógica fueron socializadas en las diferentes reuniones realizadas como parte del trabajo metodológico con los maestros, a partir de los métodos aplicados como entrevistas, encuestas, observación, se alcanza una aceptación del 100%, en la totalidad de los participantes; las que sirvieron para potenciar su preparación y demostrar cómo deben planificarse de modo que superen el trabajo realizado en la práctica logopédica con los educandos con retraso del lenguaje, a partir de involucrar a los agentes y agencias educativas y que todo ello sea parte del trabajo a desarrollar en el proyecto educativo institucional con el diagnóstico realizado.</p>
		</sec>
		<sec sec-type="conclusions">
			<title>Conclusiones</title>
			<p>En el diagnóstico del estudio realizado y los métodos aplicados se evidencian dificultades en la preparación del maestro primario en el vínculo con las demás agencias y agentes educativos para el logro de una atención inclusiva en los educandos con retraso del lenguaje en el contexto regular primario. Para la solución de la problemática presentada en el plano de la comunicación se diseñaron acciones para los maestros y los agentes educativos propiciando una educación de calidad, equidad e igualdad de oportunidades, independientemente de sus características para propiciar una mayor inclusión a la vida social</p>

				<title>ABSTRACT</title>
				<p>The attention to students with language delay in conditions of educational inclusion in the regular context assumes a quantitative and qualitative pedagogical approach with procedures that contribute to solve this communication problem. The present work is the result of a research focused on the need to propose intentional actions towards preventive, corrective and compensatory work with the participation of the speech therapist and the agents that intervene in an educational context. This article proposes a methodological strategy with actions aimed at the preparation of the primary teacher in the inclusive attention to language delay.</p>

				<title>Introduction</title>
				<p>Today, education faces new challenges that are crucial for the development of society, and schools play a fundamental social role in educating new generations. The constant updating of the knowledge, skills and values of the teaching staff is a priority concern for the Cuban government at all levels of education.</p>
				<p>The task of the teacher in the current context of the Third Improvement functions as the essential link between all the elements involved in the educational process; its function is to guide, regulate and improve, on a continuous basis, the mechanisms of communication and social relations both inside and outside the educational institution, to be consistent with the approach referred to: “This inclusive perspective demands the joint action of all educational agents and agencies in the different contexts”. <xref ref-type="bibr" rid="B8">Central Institute of Pedagogical Sciences (ICCP) (2016</xref>)</p>
				<p>So, in order to achieve this purpose, it is essential to modify their way of thinking about the educational phenomenon, with a view to operate changes in their practice by creatively applying the knowledge and skills acquired, taking into account the specific contextual situation in which their learners develop, taking into account those who present some specific situation, with emphasis, on those who have language delay, which affects their communication and may affect their learning and interrelation with their social environment.</p>
				<p>The Ministry of Education currently focuses its work objectives on contributing to the integral development of the student, through the acquisition and consolidation of knowledge and skills; to this end, it is expected that they reflect on higher levels of knowledge in an ascending manner, which should be expressed in communication, behavior, habits, values, feelings, ways of thinking and acting, preparing them to face the demands when they advance to the next educational level that corresponds to them, which requires an adequate use of language.</p>
				<p>In the pedagogical field, the development of language becomes a significant challenge, so that its evolutionary development and the stages it goes through must be kept in mind, as stated by (<xref ref-type="bibr" rid="B6">Fernández, Pons, Carreras, 2013</xref>, p. 62). Its importance is especially relevant in the educational process by manifesting itself as a social element and interaction between the teacher, the learner and the different educational agents.</p>
				<p>The research carried out employed different theoretical, empirical, mathematical-statistical methods, its methodological basis is found in the dialectical-materialist conception and in the general philosophical method of sciences, through which it is possible to reveal the causal, functional and contradictory relationships related to the preparation of the primary teacher to address the language delay in the regular context.</p>
				<p>The objective of the research is the proposal of a methodological strategy with the actions directed to the successful preparation that the primary teacher must reach for the successful attention to learners with language delay included in the regular context.</p>
			</sec>
			<sec sec-type="results">
				<title>Development</title>
				<p>Language is an exclusive creation of human social life, it is what distinguishes us and makes us more advanced than other beings on the planet, it is an innate faculty that allows us to communicate through phonic and graphic signs, which are the result of our social interaction and fulfills various functions, such as being instrumental, regulatory, interactive, personal, heuristic and representative.</p>
				<p>However, language does not always develop in the same way, such is the case of learners with language delay who attend primary education, where there is a delay in language acquisition and comprehension is at normal limits, phonological, lexical-semantic and morphosyntactic components are affected, due to different causes (<xref ref-type="bibr" rid="B6">Fernández, Pons, Carreras, 2013</xref>); therefore, a well prepared teacher is needed to achieve from the pedagogical process to master this aspect and provide inclusive care to these learners.</p>
				<p>However, research and interventions have been carried out in the classroom and throughout the teaching and learning process, but they have been very general, and the attention received by learners with language delay in conditions of inclusion in the pedagogical process is still insufficient.</p>
				<p>It is considered that there is a language delay, according to <xref ref-type="bibr" rid="B5">Díaz (2021</xref>), when students begin to speak late, it is slower in any of its stages, without having associated hearing or neurological problems, and sometimes they do not get to say a word until they are two years old. </p>
				<p>The teacher as mediator of this work must prepare the learner to face the challenges of development and raise their potential to address their limitations in communication. Developing realistic, optimistic and alternative thinking is a good dose to face conflicts, depression and low performance with the consequent sense of failure. (<xref ref-type="bibr" rid="B1">Álvarez, 2011</xref>, p. 36)</p>
				<p>Therefore, as a trainer and evaluator of development, the teacher is also immersed in a complex training process, so it is crucial to establish a close link between a deep sensitivity to the work he/she performs and the development of a well-organized preparation system that responds to real needs and allows him/her to successfully exercise the task of educating.</p>
				<p>For all these reasons, teachers must prepare themselves, since their extraordinary role can leave a mark on their students. Teacher preparation cannot neglect these considerations. “The teacher as a trainer and evaluator of development is at the same time the subject of a complex training process where methodological and practical conceptions are put to the test”. (<xref ref-type="bibr" rid="B2">Castillo, 2004</xref>, p. 38)</p>
				<p> Authors such as <xref ref-type="bibr" rid="B4">De la Vega (2019</xref>); <xref ref-type="bibr" rid="B7">García (2020</xref>); <xref ref-type="bibr" rid="B9">Rodríguez (2021</xref>), have contributed to the preparation of the teacher for the inclusive care of learners, offering valuable strategies, methodologies, which can be applied in teacher training and in the classroom, being still insufficient the inclusive care to language delay.</p>
				<p>For the teacher's preparation to be effective, it is necessary to comply with a series of requirements, among them, the organization of actions that allow the learner to correct or compensate his educational needs, this stimulates his zone of proximal development, as emphasized by <xref ref-type="bibr" rid="B10">Vygotsky (1995</xref>):</p>
				<disp-quote>
					<p>... In teaching it is necessary to rely not so much on what has already been achieved by the child, as on the processes that are developing and those that are still in formation. In differentiating what is accessible to the child only in collaboration with adults. (p. 300)</p>
				</disp-quote>
				<p>And this also implies structuring the pedagogical process to achieve progress in learning and in the understanding of the norms of social coexistence, and in this respect <xref ref-type="bibr" rid="B10">Vygotsky (1995</xref>) continues: </p>
				<disp-quote>
					<p> ... the sources of the development of psychic processes are always social... the idea of the need to correct abnormal development early and to take into consideration the zone of proximal development when diagnosing children was put forward and substantiated... (p. 300)</p>
				</disp-quote>
				<p>And this demonstrates, according to <xref ref-type="bibr" rid="B10">Vygotsky (1995</xref>):</p>
				<disp-quote>
					<p>...in the idea of the expansion of the zone of proximal development and the expansion of the child's potential possibilities... This idea, which demonstrates the dialectical character of the development process... and to the analysis of the effectiveness of the pedagogical process... (p. 300)</p>
				</disp-quote>
				<p>In this order, each teacher, in his work and in the strategy he chooses, must remember the importance of connecting his work with the educational influence he exerts on his students, so he can reap the desired fruits from fulfilling the purpose and objectives of the educational level, taking into account his social task.</p>
				<p>It is important to consider that the guidelines for the development of communication of the learner go beyond the school environment, the teacher's influence should also extend to the home and the community, therefore, it is relevant to analyze the particularities of the teacher's preparation to serve learners with language delay in conditions of inclusion, therefore it is necessary to mobilize resources, support and assistance to meet the needs and demands of learners, to achieve these purposes.</p>
				<p>Therefore, in their work, the orientations for the development of the learner's personality transcend the framework of the educational institution and their influence should be directed to other contexts, fundamentally to the home and the community; consequently, it is convenient to analyze the peculiarities of the teacher's preparation to interact with the learners based on the characteristics they present and the problems that afflict them in their development, such is the case of the learners with language delay.</p>
				<p>That is why a substantial aspect of the teacher's preparation is the development opportunities for all learners depending on their potentialities; all this implies a careful work of the teacher to value the high learning capacity and the extraordinary plasticity of the nervous system of the learner in its compensatory function and the possibilities of timely stimulation under the influence of education and teaching, a matter that should be used to exercise all the corrective and educational influence needed, especially when referring to communication problems, with emphasis on language delays.</p>
				<p>On the other hand, reference is made to the responsibility of each educational institution to ensure continuous preparation on issues related to inclusion from the theoretical and methodological aspects as pedagogical tools so that teachers can serve all students and achieve a truly inclusive education, including those with communication problems.</p>
				<p>In order to fulfill the proposed task, it is necessary to propose well-articulated work strategies; so that in the scientific literature numerous definitions are addressed in the educational field, all of them indistinctly analyze the following elements to take into account at the time of elaborating a strategy:</p>
				<p>

							<p>To pursue defined objectives that can be classified according to their magnitude and scope, in general and particular.</p>
						</list-item>
						<list-item>
							<p>They are organized and designed in stages.</p>
						</list-item>
						<list-item>
							<p>They involve transforming and systemic actions, which provoke changes in the problematic situation that originated them.</p>
						</list-item>
						<list-item>
							<p>They are focused on certain areas of human knowledge, in this case, pedagogy.</p>
						</list-item>
						<list-item>
							<p>In their conception, they include control and feedback mechanisms that make possible the evaluation of the results to be achieved in the short, medium or long term.</p>
						</list-item>
					</list>
				</p>
				<p>It should be noted that the elements delimited by all of them are important, and we agree with <xref ref-type="bibr" rid="B3">De Armas and Valle (2011</xref>), when they refer that a strategy is “the direction of sequential and interrelated actions that, starting from an initial state (given by the diagnosis), allow directing the passage to an ideal state as a result of planning” (p. 26).</p>
				<p>These authors also state that the strategy must have as structural components: “mission, objectives, actions, methods and procedures, those responsible for the actions and the time in which they must be carried out; the forms of implementation and the forms of evaluation.” (p. 27).</p>
				<p>In these approaches it is evident the need for the strategy to preserve its humanistic, transforming, dynamic and flexible value, oriented to satisfy the objectives for which it was designed and with it, the achievement of an expected result from the actions proposed and the problems presented.</p>
				<p> So that in Pedagogy some terms are presented as: educational, teaching, learning, pedagogical, methodological strategies, indistinctly as a system of influences in a general way, with a transforming and developing character, for the case of the research that is developed, it is contextualized to the methodological strategy because it is directed towards the preparation of the primary teacher to acquire knowledge and to be able to exert its influence towards the different environments: school, community, family, the different agencies and agents that interact for the development of an adequate communication of the learners, through the work in network.</p>
				<p>According to the <xref ref-type="bibr" rid="B8">Central Institute of Pedagogical Sciences (ICCP) (2016</xref>)</p>
				<disp-quote>
					<p>Networking makes viable the use of various forms of methodological work, improvement and research, through the formation of human, didactic, organizational, methodological and new technology resource centers, which give attention to the needs and demands of learners, educators, families and the community; for the fulfillment of the goal and objectives set for each educational level. (p. 7)</p>
				</disp-quote>
				<p>The methodological strategy aimed at preparing the primary teacher for the inclusive care of learners with language delays, conceives this preparation from a theoretical and practical point of view, the teacher is assumed as the subject and object of assimilation of knowledge and methods for the care of learners, this strategy aims from the preparation of the teacher to understand that the inclusive educational care is not separated from the pedagogical process.</p>
				<p>The selected sample is of an intentional nature, integrated by: 23 teachers, a director, two coordinators, a psychopedagogist, eight specialists, and the speech therapist of the “23 de Agosto” Elementary School.</p>
				<p>In the research carried out, different theoretical, empirical, mathematical-statistical methods were used, having as methodological basis the dialectical-materialistic conception of the general philosophical method of science. It allows revealing the causal, functional and contradictory relations concerning the preparation of the primary teacher for the inclusive attention to the language delay in the regular primary context.</p>
				<p>In the results of classroom observation on the care provided by teachers to learners with language delay in the regular primary context, it is detected:</p>

							<p>Insufficient preparation of the primary teacher to contribute to the inclusive attention to students with language delays.</p>
						</list-item>
						<list-item>
							<p>The different normative documents do not sufficiently offer guidelines for working with students with language delays in the regular context.</p>
						</list-item>
						<list-item>
							<p>The use of methods, procedures and support resources that favor the development of the different language components.</p>
						</list-item>
						<list-item>
							<p>Limited use of differentiating activities from the planning of class systems to provide attention to students with language delays.</p>
						</list-item>
					</list>
				</p>
				<p>The surveys applied to teachers confirmed that there is scarce knowledge about learners with language delays, and that bibliographies are limited to offer adequate attention to learners and contribute to language development.</p>

							<p>To control the limitations in the area of communication, carrying out an accurate diagnosis so that the necessary actions to be worked on are included in the institutional educational project with the participation of all agents and educational agencies.</p>

This same process should be carried out by those who interact in the correction of the communication problem present in the learner.</p>

							<p>To sensitize the other students about the situation of their classmates, emphasizing the respect towards them and that the necessary help is provided based on the collaborative work that all the factors that interact in this process must demand.</p>

							<p>To develop the communication of the students, allowing them to speak and finish their words without help, it is necessary to rectify the mistakes made, but in a positive way. This activity from the educational project should be generalized with the other agents.</p>

							<p>To communicate to the family the attention given to students with language delays so that they can contribute at home to overcoming the disorder, this fulfills the dynamic and continuous character that is needed.</p>

							<p>To evaluate systematically the linguistic progress of learners and redesign actions according to new needs, which should be shared with all those involved in this process.</p>

				<p>The actions designed in the pedagogical strategy were socialized in the different meetings held as part of the methodological work with teachers, from the methods applied as interviews, surveys, observation, 100% acceptance is reached, in all participants; which served to enhance their preparation and demonstrate how they should be planned so that they overcome the work done in the speech therapy practice with learners with language delay, from involving educational agents and agencies and that all this is part of the work to be developed in the institutional educational project with the diagnosis made.</p>
			</sec>
			<sec sec-type="conclusions">
				<title>Conclusions</title>
				<p>In the diagnosis of the study carried out and the methods applied, difficulties are evidenced in the preparation of the primary teacher in the link with the other agencies and educational agents for the achievement of an inclusive attention in the learners with language delay in the regular primary context. In order to solve the problems presented in the communication area, actions were designed for teachers and educational agents to provide quality education, equity and equal opportunities, regardless of their characteristics, to promote greater inclusion in social life.</p>
