			<title>Introducción</title>
			<p>La disciplina curricular base Educación Física está conformada por varias asignaturas en la Educación Superior y contempla el curso de todos los estudiantes que ingresan a este nivel en Cuba en cuatro de ellas: Educación Física I, Educación Física II, Educación Física III y Educación Física IV, aunque presenten alguna forma de alteración en el estado de salud. En este artículo, a estos estudiantes se les denomina estudiantes universitarios condicionados por certificado médico para la Educación Física, “los que por su edad, entre 17 y 25 años clasifican como jóvenes mayores”, según Vargas y Hurtado (2013) asumido por <xref ref-type="bibr" rid="B9">Ruiz (2022</xref> p-1).</p>
			<p>El análisis de los resultados de las acciones investigativas del proyecto territorial PT-2025, “Acciones físicas educativas con fines terapéuticos a partir de la intervención estratégica en centros educacionales y comunidades vulnerables”, presidido por la línea denominada “Atención a enfermedades más frecuentes en la población guantanamera”, dentro del Programa Nacional Estándares sociales de calidad de vida, permite constatar que actualmente, en pregrado, en la Universidad de Guantánamo (UG), existe un alto número de estudiantes (319, que representan el 16%, de la matrícula) que se clasifican en esta categoría. </p>
			<p>La condición de salud de éstos estudiantes diferencia sus necesidades formativas, por lo que, amparados en el carácter humanista de la educación en Cuba, reciben en primer y segundo años la Educación Física en el área terapéutica de la cultura física del Instituto Nacional de Deporte, Educación Física y Recreación, (INDER), la cual se considera el principal precedente en Cuba de la Educación Física de esta población a todos los niveles, mostrando resultados relevantes tanto en la teoría como en la práctica. Sin embargo, la dinámica didáctica tradicional utilizada en la citada área terapéutica dificulta la contribución de la disciplina en la correcta formación de los estudiantes que se refieren en cuestión.</p>
			<p>El autor de este articulo constata en un diagnostico fáctico- perceptual intencionado, una situación problémica en el proceso de enseñanza- aprendizaje de la Educación Física en el área terapéutica de la cultura física en los servicios que brinda en la Educación Superior, relacionada con el aporte de la disciplina en la formación de los estudiantes antes mencionados según las exigencias de los documentos con base jurídico normativas del Ministerio de Educación Superior (MES), mostrando un panorama insostenible por ser esquemático, asistémico, excluyente y descontextualizado. </p>
			<p>El tema del ejercicio físico con fines terapéuticos, orientado al cuidado de la salud y mejorar la calidad de vida abarca diferentes contextos de actuación. En este sentido, estudios contemporáneos incluyen autores como: Romero (2019), Ramos, López, Lago y Ramírez (2019), los que presentan argumentos teóricos relevantes relacionados con los programas de atención a enfermedades. Sin embargo estos programas no conciben la atención a la diversidad cultural referida a enfermedades que confluyen en el acto de la clase en la Educación Superior y sus normativas metodológicas.</p>
			<p>Otros autores en Guantánamo y Granma, <xref ref-type="bibr" rid="B9">Ruiz, Garcés y Bayeux (2022)</xref>, realizan un análisis gnoseológico de la autonomía motriz. En dicho estudio se asumen conclusiones sobre la idea de autonomía motriz en el proceso de enseñanza-aprendizaje de la Educación Física para estudiantes universitarios condicionados por certificado médico. </p>
			<p>En tanto, se constata que autores como: <xref ref-type="bibr" rid="B2">Bequer, Pascual, Ramos, y Berroa (2013</xref>); <xref ref-type="bibr" rid="B4">Escalona, Sánchez, Fayad (2014</xref>), entre otros han tratado el tema de la atención a esta población estudiantil condicionada por certificado médico, que vincula el área terapéutica de la cultura física con la Educación Física, lo que denota su importancia, ellos, han simplificado el accionar evolutivo de la Educación Física, donde reflejan el trabajo de las referidas áreas con el apoyo de instituciones como el INDER, el Ministerio de Educación (MINED) y el Ministerio de Salud Pública (MINSAP).</p>
			<p>En tanto, <xref ref-type="bibr" rid="B10">Suarez (2017</xref>); <xref ref-type="bibr" rid="B1">Arambarri (2008</xref>), hacen una sistematización del proceso de enseñanza- aprendizaje de la Educación Física para este grupo poblacional en la Educación Superior. Sin embargo, en la bibliografía consultada, se constata un déficit desde la teoría, referida al proceso de enseñanza-aprendizaje del área terapéutica de la cultura física en la Educación Superior y la concepción del referido proceso que tome en cuenta las particularidades de este contexto. </p>
			<p>Por todo lo anterior, se considera necesario un estudio histórico que revele las potencialidades evolutivas de la Educación Física como disciplina curricular base de las carreras universitarias. Por ende, se plantea como problema: ¿cómo mejorar el proceso de enseñanza-aprendizaje de la Educación física para estudiantes universitarios condicionados por certificado médico? A partir del problema se plantea una sistematización epistemológica tendencial del referido proceso. </p>
			<p>Para cumplir el objetivo citado es necesario el uso de métodos teóricos como histórico- lógico, análisis- síntesis y triangulación, otros empíricos entre los que cuenta el análisis de documentos, estos métodos facilitan el cotejo de la información de los diferentes investigadores relacionada con la organización y evolución de la Educación física para estudiantes universitarios condicionados por certificado médico para la Educación Física.</p>

				<title>Antecedentes históricos del proceso de enseñanza- aprendizaje de la Educación Física para los estudiantes universitarios condicionados por certificado médico </title>
				<p> Este estudio tendencial reconoce los aportes de autores que han abordado el tema a partir de etapas. En este artículo, esas etapas se consideran antecedentes a la periodización, que se asume a partir de los planes de estudio: A, B, C, D, D con modificación y E, teniendo en cuenta los indicadores siguientes: </p>
				<p>
					<list list-type="order">
						<list-item>
							<p>Concepción de la Educación Física para los estudiantes universitarios condicionados por certificado médico.</p>

						<list-item>
							<p>Tratamiento didáctico- metodológico en la Educación Física de los estudiantes universitarios condicionados por certificado médico.</p>

					</list>
				</p>
				<p>Investigadores como <xref ref-type="bibr" rid="B2">Bequer, Pascual, Ramos, y Berroa (2013</xref>), coinciden en que un hito importante luego del triunfo de la revolución cubana lo constituye la reforma universitaria, en la que se reconoce la Educación Física como disciplina obligatoria en el currículo educativo cubano, por sus potencialidades formativas en lo cultural, moral, y corporal de los estudiantes como ciudadanos dispuestos a servir a la patria con eficiencia. Sin embargo, reconocen la inexistencia hasta el curso 1965 - 1966 de programas analíticos, dirigidos a lograr los objetivos específicos de la referida disciplina.</p>
				<p>
					<xref ref-type="bibr" rid="B4">Escalona, Sánchez y Fayad (2014</xref>, p. 6), plantean:</p>
				<disp-quote>
					<p>Se puede caracterizar la etapa que transcurre entre 1967 y 1981, como la etapa donde se establecen los vínculos institucionales para favorecer la salud con la práctica del ejercicio físico como medio terapéutico, este pasa a formar parte de los modelos terapéuticos del MINSAP y además como uno de sus pilares en la promoción y prevención de enfermedades crónicas, lo que constituye un paso previo a la creación de las áreas terapéuticas de la cultura física para la atención de los escolares eximidos de la Educación Física.</p>
				</disp-quote>
				<p>Este criterio científico responde a dos hitos relevantes que propició una serie de transformaciones en las instituciones educativas: la creación del Instituto Nacional de Deportes, Educación Física y Recreación; y la Escuela Superior de Educación Física y el Instituto de Medicina Deportiva, previo reconocimiento de la necesidad del ejercicio físico como medio terapéutico, a tenor de ello, investigadores como: <xref ref-type="bibr" rid="B4">Escalona, Sánchez y Fayad (2014</xref>), <xref ref-type="bibr" rid="B2">Bequer et, al. (2013</xref>), muestran puntos de contactos en sus trabajos, estos están relacionados con el surgimiento en 1982 de las áreas terapéuticas de la cultura física. </p>
				<p>Las áreas terapéuticas de la cultura física que por Resolución Conjunta No. 1, del Instituto Nacional de Deporte Educación Física y Recreación (INDER) - Ministerio de Educación (MINED) prestan servicios con sus profesionales al acrecentado número de alumnos con certificados médicos, hasta la educación pre-universitaria. Esto proporcionaría a los estudiantes hasta este nivel cierto grado de conocimiento para lograr el autovalidismo.</p>
				<p>Según plantea <xref ref-type="bibr" rid="B10">Suarez, 2017</xref>, p. 2, en este periodo: </p>
				<p>En la educación superior se solicitaba al decano de cada facultad que eximiera de la <ext-link ext-link-type="uri" xlink:href="https://www.monografias.com/trabajos14/disciplina/disciplina.shtml">disciplina</ext-link> Educación Física en los cuatro semestres que la componen al estudiante que presentara <ext-link ext-link-type="uri" xlink:href="https://www.monografias.com/trabajos15/calidad-serv/calidad-serv.shtml">problemas</ext-link> de <ext-link ext-link-type="uri" xlink:href="https://www.monografias.com/Salud/index.shtml">salud</ext-link>”. En este sentido esto significa la exclusión de esta población estudiantil universitaria del derecho de recibir la referida disciplina y el afianzamiento de la brecha teórica de la investigación.</p>
				<p>Además, plantea <xref ref-type="bibr" rid="B10">Suarez (2017</xref>, p. 5): “Durante 2006-2007 se recibe orientación de los niveles superiores que planteaba, que todos los estudiantes universitarios debían recibir la Educación Física y obtener una evaluación docente a través de ella. En el caso de los eximidos de manera teórica”. En tanto, el concebir la Educación Física como parte de la estrategia educativa por su aporte en las esferas física y psicosocial en la formación de los estudiantes objeto de estudio, implica un análisis profundo de la mejor opción curricular. Sin embargo, se asume como formas de intervención las áreas y aulas terapéutica de la cultura física, dirigidas a suplir las necesidades de esta población estudiantil.</p>
				<p>Basado en todo lo anterior, se puede afirmar que en el transcurso del plan de estudio A de 1978 a 1982, el Plan de estudio B de 1982 a 1989 que coincide con la creación de las áreas terapéuticas de la cultura física, y el plan de estudio C, no se contempla la Educación Física curricular para los estudiantes condicionados por certificado médico en la Educación Superior, lo que corrobora la existencia de la brecha teórica en el campo de la investigación. </p>
				<p>Según <xref ref-type="bibr" rid="B1">Arambarri (2008</xref>, p. 13): </p>
				<disp-quote>
					<p>Las áreas terapéuticas de la cultura física surgen con el objetivo de posibilitar el tratamiento y restablecimiento físico funcional de niños, jóvenes y adultos, sin excluir la Tercera Edad, donde se hallan portadores de diversas enfermedades, padecimientos, o simplemente, adultos que presentan desviaciones de la salud, de acuerdo con su código genético o deformidades postulares u obesidad.</p>
				</disp-quote>
				<p>Este planteamiento deja claro el objetivo y el carácter comunitario no curricular de las áreas terapéuticas de la cultura física, que difiere de la Educación Física en objetivo e intención del ejercicio físico en la Educación Superior. Por tanto, esta concepción es factible en menor medida por ser excluyente y descontextualizada. </p>
				<p>En el transcurso del tiempo, las transformaciones ocurridas marcan un hito importante relacionado con la intención de perfeccionar la Educación Superior, por lo cual se implementa el Plan de estudio “D” y “D modificado” (1997 -1998 al 2015). </p>
				<p>El Ministerio de Educación, constituyó su comisión de trabajo, que tuvo carácter nacional, y abordó el perfeccionamiento del programa de la disciplina Educación Física. Esta comisión tuvo como documentos rectores, entre otros, el Programa de desarrollo de la Cultura Física y el Deporte en la Educación Superior aprobado en ese mismo curso, donde se establecen las diferentes vías para la formación físico-deportiva de los estudiantes.</p>
				<p>En la solución a esta problemática, en la Educación Superior se asume la misma concepción de intervención propuesta en la Resolución Conjunta No. 1, INDER-MINED ejercida en los sistemas del Ministerio de Educación (MINED). De esta forma se convoca a los estudiantes universitarios objeto de estudio a las áreas terapéuticas de la Cultura física, donde se aplican los programas de la cultura física profiláctica y terapéutica, dirigidas por profesores del INDER. Según <xref ref-type="bibr" rid="B2">Bequer et al. (2013</xref> p. 56): “Los programas comprenden las especialidades de ortopedia, respiratorio, angiología, cardiología, diabetes y obesidad entre otros, participando en su concepción, médicos especialistas, técnicos de medicina física y rehabilitación, fisiólogos y licenciados en Educación Física”.</p>
				<p>En tanto, el INDER emite las Indicaciones metodológicas consecutivamente (2017- 2022), para la atención a los estudiantes objeto de estudio, donde incluye un apartado para la Educación Superior, en la que sugiere, eximir de las clases de Educación Física a los estudiantes que presenten certificado médico, además, indica cursar dicha disciplina en el área terapéutica de la cultura física. En la posición hipotética de este investigador es una indicación contradictoria, ya que eximir es “exonerar” según <xref ref-type="bibr" rid="B3">Diccionario de uso del español de América y España (DRAE) (2018</xref>, p. 234). </p>
				<p>En cuanto a la evaluación plantea que será emitida por dicha institución, atendiendo a la asistencia y cumplimiento del tratamiento (90 % de la calificación) y por su activa participación (10 %). Lo cual corrobora el Programa de la disciplina Educación Física plan de estudio D. </p>
				<p>Sin embargo, en la opinión de este investigador pese a los esfuerzos realizados para concebir la Educación Física para los estudiantes universitarios condicionados por certificado médico el área terapéutica de la cultura física, no se constituye en la mejor opción, ya que ésta es excluyente al considerar el método de rehabilitación por ejercicio físico alejado de las bondades formativas del contexto universitario y descontextualizada, porque existe como objeto del INDER, al margen de las exigencias de los documentos jurídicos normativos del Ministerio de Educación Superior (MES). </p>
				<p>Derivado de las transformaciones ocurridas durante el periodo de perfeccionamiento en la Educación Superior, en el curso 2015-2016, se origina el Plan de estudio E vigente en 2023, donde se reconoce que la disciplina Educación Física clasifica como de formación general y está compuesta por seis asignaturas. La referida disciplina tiene dentro de sus objetivos mejorar la condición física, la apropiación de métodos de auto preparación sistemática y consciente, propiciar la formación del hábito de práctica de ejercicios físicos y la correcta utilización del tiempo libre. En tanto, los contenidos permitirán el desarrollo de las formas y funciones del organismo, influirán en la formación de valores que responderán a las necesidades físicas del futuro egresado en lo laboral, en lo social y en la defensa del país. </p>
				<p>Sin embargo, en el Programa de la disciplina curricular base Educación Física (2016) plan de estudio E, no se plantea una forma específica de intervención para los estudiantes universitarios condicionados por certificado médico para la Educación Física, lo cual resalta la brecha teórica del campo de la investigación en tanto se refiere “la asignatura Gimnasia Terapéutica para los estudiantes con limitaciones físicas, los objetivos instructivos deben tener en cuenta las características clínicas y biológicas de las patologías específicas”. (<xref ref-type="bibr" rid="B7">Ministerio de Educación, 2016</xref>, p. 4)</p>
				<p>Lo anterior conduce a una planificación ambigua ya que no existe una asignatura llamada gimnasia terapéutica en la Educación Superior, además, la Educación Física no se concibe de igual forma para los estudiantes con limitaciones físicas que para los estudiantes universitarios condicionados por certificado médico, ya que en los primeros las limitaciones representan un tipo de impedimento, y en los segundos que se proponen en esta investigación representa un tipo de condición en la forma de abordar el contenido. </p>
				<p>La rápida evolución de las tecnologías en la Educación Física evidencian, que la concepción área terapéutica de la cultura física que se asume para los estudiantes universitarios condicionados por certificado médico, por sus características, fue una opción en su momento histórico que representó un avance en la atención a este grupo poblacional. Sin embargo, es necesario estar a tono con las exigencias que se dan en el contexto y tributar a la formación de los estudiantes desde los propios campus universitarios para conseguir el cambio esperado relacionado con un enfoque incluyente y contextualizado.</p>
				<p>El enfoque contemporáneo de la disciplina Educación Física (2016) plan de estudio E, ofrece potencialidades para elaborar una concepción desarrolladora e incluyente que tome en cuenta lo mejor de la concepción operante reconociendo la valía de esta y se proyecte en un nuevo enfoque de la dinámica didáctica que reconozca en un concepto inclusivo la articulación de sus asignaturas para la atención a los estudiantes universitarios condicionados por certificado médico.</p>
				<p>Al realizar la triangulación en las observaciones de investigadores como: <xref ref-type="bibr" rid="B4">Escalona et, al. (2014)</xref>, y <xref ref-type="bibr" rid="B10">Suarez (2017)</xref>, se constatan varias carencias en el proceso de enseñanza-aprendizaje de la Educación Física para los estudiantes antes referidos que también mantienen vigencia en 2022 Plan de estudio E, y que según plantean están en la génesis de su concepción y que son dignos de atención como: </p>
				<p>

				</p>
				<p>Resumiendo. En la periodización realizada se evidencian una serie de tendencias que acentúan la brecha teórica del campo de la investigación, por lo que se considera necesario relacionar a continuación, ya que muchas de ellas se mantienen vigentes en 2022 Plan de estudio E. Entre ellas: </p>
				<p>
					<list list-type="bullet">
						<list-item>
							<p>El proceso de enseñanza- aprendizaje de la Educación Física para estudiantes universitarios condicionados por certificado médico se ha mantenido como objeto del INDER en áreas y aulas terapéuticas de la cultura física, incidiendo de forma negativa en la formación esperada de los estudiantes ya referidos. Al no concebir didácticamente la atención al desarrollo de autonomía motriz como una competencia necesaria.</p>
						</list-item>
						<list-item>
							<p>Los especialistas del INDER, a cargo del proceso de enseñanza-aprendizaje la Educación Física para estudiantes universitarios condicionados por certificado médico utilizan una didáctica tradicional que lo hacen el referido proceso asistémico, excluyente y descontextualizado.</p>
						</list-item>
					</list>
				</p>
				<p>Tomados en cuenta los resultados de éste epígrafe, y en consideración de este investigador existe una fisura teórica del campo de la investigación relacionada con los indicadores antes mencionados y los documentos con base jurídica normativas en la Educación superior, por lo que se hace necesario profundizar en las bases gnoseológicas y procedimentales para fundamentar y elaborar los programas de análisis que posibiliten una concepción inclusiva de la Educación Física para los estudiantes universitarios condicionados por certificado médico, donde se aprovechen los nodos cognitivos de la Cultura Física Profiláctica y Terapéutica la que figura como asignaturas de la Disciplina curricular base plan de estudio E. </p>
				<sec>
					<title>2. El área terapéutica de la educación física universitaria: Una idea contextual</title>
					<p>Luego de la sistematización teórica realizada en el epígrafe anterior se puede plantear a partir de un constructo teórico la solución del problema concretado, que marque en la idea rectora la concepción del proceso de enseñanza- aprendizaje, totalizando la disciplina Educación Física, dada en la posibilidad de relacionar dialécticamente la asignatura Cultura Física Profiláctica y Terapéutica diseñada para años diferentes, y las asignaturas de Educación Física I, II, III y IV, donde se perfile la diversidad y la inclusión de los estudiantes universitarios condicionados por certificado médico. </p>
					<p>Idea rectora: la concepción del Área terapéutica de la educación física universitaria permite mejorar el proceso de enseñanza- aprendizaje de la Educación física para estudiantes universitarios condicionados por certificado médico, la cual se concibe a partir de tres elementos fundamentales</p>
					<p>
						<list list-type="bullet">
							<list-item>
								<p>Se concibe en la modalidad de pregrado, que indica contextualizar e integrar acciones administrativas, asistenciales, investigativas y docentes para organizar el proceso de enseñanza-aprendizaje en el área terapéutica de la educación física universitaria con un enfoque desarrollador e inclusivo, productivo, problematizador, sistémico y participativo.</p>
							</list-item>
							<list-item>
								<p>Tiene un doble carácter: acto terapéutico (asistencial-investigativo): permite corregir y compensar las enfermedades por medio del ejercicio físico, apoyado en la investigación. Acto docente: permite al profesor mediar entre la aplicación del sistema de conocimientos contemplados en los programas institucionales (diagnosticar, intervenir), y el modo de actuación del estudiante, y a partir de ello emitir un criterio evaluativo sobre el desempeño del estudiante. </p>
							</list-item>
							<list-item>
								<p>Desarrollar autonomía motriz en los estudiantes a partir del entrenamiento sistemático, ejercitación individual y comprensión de los diferentes mecanismos de acción fisiológica del ejercicio: </p>

					</p>
					<p>
						<list list-type="alpha-lower">
							<list-item>
								<p> Mecanismo de acción tonificante variando el tono general del organismo, y como producto se acelera la actividad en los sistemas de órganos.</p>
							</list-item>
							<list-item>
								<p> Mecanismo de acción trófica aumentando las reservas energéticas, mejorando la estructura de los <ext-link ext-link-type="uri" xlink:href="https://www.ecured.cu/%C3%93rganos">órganos</ext-link> y <ext-link ext-link-type="uri" xlink:href="https://www.ecured.cu/Tejidos">tejidos</ext-link>. </p>

							<list-item>
								<p> Mecanismo de la formación de las compensaciones temporales y las permanentes.</p>

								<p> Mecanismos de normalización de las funciones, mejorando los movimientos ideo-motores a partir de los distintos eslabones del <ext-link ext-link-type="uri" xlink:href="https://www.ecured.cu/Sistema_nervioso">Sistema Nervioso</ext-link>.</p>
							</list-item>
						</list>
					</p>
					<p>El área terapéutica de la educación física universitaria es una concepción inclusiva que permite agrupar a los estudiantes antes referidos en el contexto universitario, además sirve de base para articular asignaturas de la disciplina Educación Física con un enfoque curricular desde las relaciones dialécticas que se establecen entre área terapéutica y Educación Física en cuanto a la intención y objetivo del ejercicio físico. </p>
					<p>Al realizar un análisis de las acepciones que conforman la idea de área terapéutica de la educación física universitaria se puede señalar que el término área ostenta varias significaciones dependiendo del contexto en el cual se utilice. Para este artículo se asume a <xref ref-type="bibr" rid="B8">Ramírez y López (2015</xref>, p. 19), que refieren: “Área, es la idea de una porción de la superficie terrestre, significando la perspectiva que implica considerar una especie de plataforma donde se ubican objetos, sujetos y fenómenos, que representa una especie de contenedor de la materia presente sobre la Tierra”. Este criterio se asume por la subjetividad que se muestra, lo cual amplia este concepto a un área específica del conocimiento como fenómeno. </p>
					<p>En el caso específico del ejercicio físico, éste, constituye por sí mismo un método de corrección y compensación del estado de salud, por lo que es considerado por la medicina una terapia establecida con el nombre de cultura física profiláctica y terapéutica, en la actualidad en el grupo de terapias bioenergética en las que se asumen cambios en el estilo de vida de forma general, y por ello su actor principal es la persona, por lo cual la Educación Física debe orientarse en este sentido al desarrollo de autonomía motriz para alcanzar el autovalidismo. </p>
					<p>En tanto el término Educación Física ha sido ampliamente analizado desde diversas categorías por investigadores como <xref ref-type="bibr" rid="B5">López (2006</xref>), entre otros por lo que se asume el criterio científico de <xref ref-type="bibr" rid="B5">López (2006</xref> p. 31)</p>
					<p>La Educación Física representa una dimensión particular del proceso educativo, conformada por una unidad semántica compuesta por el sustantivo Educación y el adjetivo calificativo física. Constituye, por tanto, una expresión no unívocamente entendida, con significados muy distintos en función del momento histórico, la tradición y el contexto sociocultural, pero cuyo alcance no se reduce a una simple educación de lo físico. </p>
					<p>Con este criterio científico el autor sugiere la intención y la acción de la disciplina, también se refiere al contexto de actuación. Por ello, el proceso de enseñanza-aprendizaje de la Educación Física para estudiantes universitarios condicionados por certificado médico debe realizarse en el área terapéutica de la Educación Física y responder a los intereses del contexto, realizando actividades que aporten elementos esenciales para la formación. Por lo que se considera que la didáctica debe conducir a una educación integral, que pondere el movimiento más allá del compromiso físico, garantizada por una articulación de las asignaturas con base en la capacidad de auto-conducirse del estudiante.</p>
					<p>Por ello, el área terapéutica contextualizada a la universidad es abierta al modelo, legislación y amplia en la dirección de la educación. En este sentido, el Documento Base del <xref ref-type="bibr" rid="B6">MES (2016</xref>, p. 1) por el cual se diseñan los planes de estudio E, para la formación en la Educación Superior cubana, plantea que:</p>
					<disp-quote>
						<p>La universidad es por excelencia la institución social con mayor capacidad para preservar, desarrollar y difundir la cultura en su sentido más amplio, luego es de esperar que ponga el conocimiento más avanzado al servicio y salvaguarda de la humanidad, de la manera más integral e inclusiva posible.</p>
					</disp-quote>
					<p>Por tanto, se define área terapéutica de la educación física universitaria como el espacio donde ejercer el derecho a la Educación Física curricular, donde poder pensar, opinar, disentir y actuar con autonomía motriz a través de la intención instructiva y educativa del ejercicio físico como medio profiláctico, terapéutico y de auto realización en la formación hacia una profesión.</p>
					<p>Considerado el hecho dado hasta aquí, el proceso de enseñanza- aprendizaje en el área terapéutica de la educación física universitaria (ATEFU), constituye una prioridad de la Educación Superior. En ello, los requerimientos formativos revelados en los documentos normativos, y el aprendizaje desarrollador que lo sustenta, poseen exigencias que parten de las características y rol de los profesores y estudiantes participantes, lo cual es una de las categorías a tomar en cuenta en la investigación. </p>
					<p>Sin embargo, su conducción a través de un enfoque didáctico que permita el cumplimiento de los objetivos que se plantean en el contexto, debe contemplar la atención a la diversidad referida a enfermedades y perfiles profesionales y la articulación dinámica de las asignaturas de la disciplina curricular base Educación Física, concretándose en una representación modélica, ya que no representa a ningún objeto real existente en este nivel educativo, más bien propone la creación de uno nuevo.</p>

			<title>Conclusiones</title>
			<p>El análisis de los antecedentes históricos de la concepción de la Educación Física universitaria para los estudiantes universitarios con certificado médico, que los condiciona para estas prácticas, demuestra que no siempre se ha tenido en cuenta la atención a la diversidad del grupo clase en el área terapéutica de la cultura física y las exigencias de los documentos con base jurídico normativas en este nivel educativo. </p>
			<p>El constructo teórico de área terapéutica de la educación física universitaria muestra en su estructura las relaciones operativas entre las categorías área terapéutica, Educación Física en la Educación Superior y el aprovechamiento de las potencialidades que muestra esta disciplina, concretando en una representación del nuevo objeto sustentando el proceso de enseñanza-aprendizaje según las exigencias de los documentos con base jurídico normativas de la Educación Superior.</p>

				<p>The analysis-synthesis, historical-logical and document analysis methods, facilitated the systematization of the background of Physical Education for university students conditioned by medical certificate. The periodization carried out evidences a series of tendencies that allow contacting that the teaching-learning process of Physical Education has been carried out in the therapeutic area of physical culture as an object of the National Institute of Sports, Physical Education and Recreation (INDER) since its regulations, being schematic, asystemic and excluding, decontextualized for Higher Education in the current conditions, limiting the contribution of the discipline in the correct formation of university students.</p>

				<title>Introduction</title>
				<p>The basic curricular discipline Physical Education is made up of several subjects in Higher Education and contemplates the course of all students entering this level in Cuba in four of them: Physical Education I, Physical Education II, Physical Education III and Physical Education IV, even if they present some form of alteration in their state of health. In this article, these students are referred to as university students conditioned by medical certificate for Physical Education, &quot;those who because of their age, between 17 and 25 years old classify as older youth&quot;, according to Vargas and Hurtado (2013) assumed by <xref ref-type="bibr" rid="B9">Ruiz (2022</xref> p-1).</p>
				<p>The analysis of the results of the research actions of the territorial project PT-2025, &quot;Physical educational actions with therapeutic purposes from the strategic intervention in educational centers and vulnerable communities&quot;, presided over by the line called &quot;Attention to more frequent diseases in the Guantanamo population&quot;, within the National Program Social Standards of Quality of Life, allows to state that currently, in undergraduate, at the University of Guantanamo (UG), there is a high number of students (319, representing 16%, of the enrollment) who are classified in this category. </p>
				<p>The health condition of these students differentiates their formative needs, so, protected by the humanistic character of education in Cuba, they receive in first and second years Physical Education in the therapeutic area of physical culture of the National Institute of Sports, Physical Education and Recreation (INDER), which is considered the main precedent in Cuba of Physical Education for this population at all levels, showing relevant results both in theory and in practice. However, the traditional didactic dynamics used in the aforementioned therapeutic area hinders the contribution of the discipline in the correct formation of the students concerned.</p>
				<p>The author of this article states in an intentional factual-perceptual diagnosis, a problematic situation in the teaching-learning process of Physical Education in the therapeutic area of physical culture in the services provided in Higher Education, related to the contribution of the discipline in the training of the above mentioned students according to the requirements of the documents with legal normative basis of the Ministry of Higher Education (MES), showing an unsustainable panorama for being schematic, asystemic, excluding and decontextualized. </p>
				<p>The subject of physical exercise for therapeutic purposes, aimed at health care and improving the quality of life, covers different contexts of action. In this sense, contemporary studies include authors such as: Ramos, López, Lago and Ramírez (2019), which present relevant theoretical arguments related to disease care programs. However, these programs do not conceive the attention to cultural diversity referred to diseases that converge in the act of the class in Higher Education and its methodological regulations.</p>
				<p>Other authors in Guantánamo and Granma, <xref ref-type="bibr" rid="B9">Ruiz, Garcés and Bayeux (2022)</xref>, carry out a gnoseological analysis of motor autonomy. In this study, conclusions are assumed on the idea of motor autonomy in the teaching-learning process of Physical Education for university students conditioned by medical certificate.</p>
				<p>In the meantime, it is found that authors such as: <xref ref-type="bibr" rid="B2">Bequer, Pascual, Ramos, and Berroa (2013</xref>); <xref ref-type="bibr" rid="B4">Escalona, Sanchez, Fayad (2014</xref>), among others have addressed the issue of care for this student population conditioned by medical certificate, which links the therapeutic area of physical culture with Physical Education, which denotes its importance, they, have simplified the evolutionary action of Physical Education, where they reflect the work of the referred areas with the support of institutions such as INDER, the Ministry of Education (MINED) and the Ministry of Public Health (MINSAP).</p>
				<p>Meanwhile, <xref ref-type="bibr" rid="B10">Suarez (2017</xref>); <xref ref-type="bibr" rid="B1">Arambarri (2008</xref>), make a systematization of the teaching-learning process of Physical Education for this population group in Higher Education. However, in the literature consulted, there is a deficit from the theory, referred to the teaching-learning process of the therapeutic area of physical culture in Higher Education and the conception of the referred process that takes into account the particularities of this context. </p>
				<p>For all the above, a historical study is considered necessary to reveal the evolutionary potentialities of Physical Education as a basic curricular discipline of university careers. Therefore, the following problem is posed: how to improve the teaching-learning process of Physical Education for university students conditioned by medical certificate? Based on this problem, a tendential epistemological systematization of the referred process is proposed.</p>
				<p>In order to achieve the above objective, it is necessary to use theoretical methods such as historical-logical, analysis-synthesis and triangulation, and other empirical methods such as document analysis. These methods facilitate the collation of information from different researchers related to the organization and evolution of physical education for university students conditioned by a medical certificate for physical education.</p>

					<title>Historical background of the teaching-learning process of Physical Education for university students conditioned by a medical certificate.</title>
					<p>This trend study recognizes the contributions of authors who have approached the subject from stages. In this article, these stages are considered antecedents to the periodization, which is assumed based on the following curricula: A, B, C, D, D with modification and E, taking into account the following indicators:</p>
					<p>
						<list list-type="order">
							<list-item>
								<p> Conception of Physical Education for university students conditioned by medical certificate.</p>
							</list-item>
							<list-item>
								<p> Didactic-methodological treatment in Physical Education for university students conditioned by medical certificate.</p>
							</list-item>
						</list>
					</p>
					<p>Researchers such as <xref ref-type="bibr" rid="B2">Bequer, Pascual, Ramos, and Berroa (2013</xref>), agree that an important milestone after the triumph of the Cuban revolution is the university reform, in which Physical Education is recognized as a compulsory discipline in the Cuban educational curriculum, for its formative potential in the cultural, moral, and corporal aspects of students as citizens willing to serve the homeland efficiently. However, they recognize the inexistence until the 1965-66 academic year of analytical programs aimed at achieving the specific objectives of the aforementioned discipline.</p>
					<p>
						<xref ref-type="bibr" rid="B4">Escalona, Sánchez and Fayad (2014</xref>, p. 6), state:</p>
					<disp-quote>
						<p>The stage between 1967 and 1981 can be characterized as the stage where institutional links are established to promote health with the practice of physical exercise as a therapeutic means, which becomes part of the therapeutic models of MINSAP and also as one of its pillars in the promotion and prevention of chronic diseases, which is a step prior to the creation of the therapeutic areas of physical culture for the care of schoolchildren exempted from Physical Education.</p>
					</disp-quote>
					<p>This scientific criterion responds to two relevant milestones that led to a series of transformations in educational institutions: the creation of the National Institute of Sports, Physical Education and Recreation; and the Higher School of Physical Education and the Institute of Sports Medicine, prior recognition of the need for physical exercise as a therapeutic means, in light of this, researchers such as: <xref ref-type="bibr" rid="B4">Escalona, Sanchez and Fayad (2014</xref>), <xref ref-type="bibr" rid="B2">Bequer et, al. (2013</xref>), show points of contacts in their works, these are related to the emergence in 1982 of the therapeutic areas of physical culture. </p>
					<p>The therapeutic areas of physical culture that by Joint Resolution No. 1, of the National Institute of Sport Physical Education and Recreation (INDER) - Ministry of Education (MINED) provide services with their professionals to the increased number of students with medical certificates, up to pre-university education. This would provide students up to this level with a certain degree of knowledge to achieve self-validation.As posed by <xref ref-type="bibr" rid="B10">Suarez, 2017</xref>, p. 2, in this period:</p>
					<disp-quote>
						<p>In higher education, the dean of each faculty was requested to exempt students with health problems from the discipline of Physical Education in the four semesters that comprise it&quot;. In this sense, this means the exclusion of this university student population from the right to receive the referred discipline and the strengthening of the theoretical gap of the research.</p>
					</disp-quote>
					<disp-quote>
						<p>In addition, <xref ref-type="bibr" rid="B10">Suarez (2017</xref> p. 5) states: &quot;During 2006-2007, guidance was received from higher levels that stated that all university students should receive Physical Education and obtain a teaching evaluation through it. In the case of those exempted in a theoretical way&quot;. Therefore, conceiving Physical Education as part of the educational strategy for its contribution in the physical and psychosocial spheres in the formation of the students under study, implies a deep analysis of the best curricular option. However, it is assumed as forms of intervention the therapeutic areas and classrooms of physical culture, aimed at meeting the needs of this student population.</p>
					</disp-quote>
					<p>Based on the above, it can be stated that in the course of study plan A from 1978 to 1982, study plan B from 1982 to 1989, which coincides with the creation of the therapeutic areas of physical culture, and study plan C, curricular Physical Education for students conditioned by medical certificate in Higher Education is not contemplated, which corroborates the existence of the theoretical gap in the field of research. </p>
					<p>According to <xref ref-type="bibr" rid="B1">Arambarri (2008</xref>, p. 13):</p>
					<p>The therapeutic areas of physical culture arise with the objective of making possible the treatment and functional physical restoration of children, youth and adults, without excluding the elderly, where there are carriers of various diseases, ailments, or simply, adults who present health deviations, according to their genetic code or postural deformities or obesity.</p>
					<p>This approach makes clear the objective and non-curricular community character of the therapeutic areas of physical culture, which differs from Physical Education in objective and intention of physical exercise in Higher Education. Therefore, this conception is feasible to a lesser extent for being exclusive and decontextualized. </p>
					<p>In the course of time, the transformations occurred mark an important milestone related to the intention of perfecting Higher Education, for which the Plan of study &quot;D&quot; and &quot;D modified&quot; (1997 -1998 to 2015) is implemented.</p>
					<p>The Ministry of Education set up its working commission, which had a national character, and dealt with the improvement of the Physical Education program. This commission had as guiding documents, among others, the Program for the Development of Physical Culture and Sports in Higher Education approved in the same course, where the different ways for the physical-sports training of students are established.</p>
					<p>In order to solve this problem, in Higher Education, the same concept of intervention proposed in Joint Resolution No. 1, INDER-MINED is assumed in the systems of the Ministry of Education (MINED). In this way, the university students under study are summoned to the therapeutic areas of Physical Culture, where prophylactic and therapeutic physical culture programs are applied, directed by INDER professors. According to <xref ref-type="bibr" rid="B2">Bequer et al. (2013</xref> p. 56): &quot;The programs include the specialties of orthopedics, respiratory, angiology, cardiology, diabetes and obesity among others, participating in its conception, medical specialists, physical medicine and rehabilitation technicians, physiologists and graduates in Physical Education&quot;.</p>
					<p>Meanwhile, the INDER issues the Methodological Indications consecutively (2017- 2022), for the attention to the students under study, where it includes a section for Higher Education, in which it suggests, exempting from Physical Education classes to students who present a medical certificate, in addition, it indicates to take said discipline in the therapeutic area of physical culture. In the hypothetical position of this researcher it is a contradictory indication, since to exempt is &quot;to exonerate&quot; according to <xref ref-type="bibr" rid="B3">Dictionary of the Use of the Spanish of America and Spain (DRAE) (2018</xref>, p. 234). </p>
					<p>Regarding the evaluation it states that it will be issued by said institution, attending to the attendance and compliance with the treatment (90% of the qualification) and for their active participation (10%). This is corroborated by the Program of the discipline Physical Education, study plan D. </p>
					<p>However, in the opinion of this researcher, in spite of the efforts made to conceive Physical Education for university students conditioned by medical certificate, the therapeutic area of physical culture is not the best option, since it is exclusive when considering the rehabilitation method by physical exercise far from the formative benefits of the university context and decontextualized, because it exists as an object of INDER, outside the requirements of the normative legal documents of the Ministry of Higher Education (MHE).</p>
					<p>Derived from the transformations occurred during the period of improvement in Higher Education, in the 2015-2016 academic year, the Study Plan E in force in 2023 is originated, where it is recognized that the discipline Physical Education is classified as general education and is composed of six subjects. The referred discipline has among its objectives to improve physical condition, the appropriation of methods of systematic and conscious self-preparation, to encourage the formation of the habit of practicing physical exercises and the correct use of free time. Meanwhile, the contents will allow the development of the forms and functions of the organism, will influence the formation of values that will respond to the physical needs of the future graduate in the labor, social and defense of the country. </p>
					<p>However, in the Program of the base curricular discipline Physical Education (2016) study plan E, a specific form of intervention for university students conditioned by medical certificate for Physical Education is not raised, which highlights the theoretical gap of the research field as it refers &quot;the subject Therapeutic Gymnastics for students with physical limitations, the instructional objectives must take into account the clinical and biological characteristics of specific pathologies.&quot; (p. 4)</p>
					<p>The above leads to an ambiguous planning since there is no subject called therapeutic gymnastics in Higher Education, in addition, Physical Education is not conceived in the same way for students with physical limitations as for university students conditioned by medical certificate, since in the former the limitations represent a type of impediment, and in the latter proposed in this research it represents a type of condition in the way of approaching the content.</p>
					<p>The rapid evolution of technologies in Physical Education evidences that the therapeutic area conception of physical culture assumed for university students conditioned by medical certificate, due to their characteristics, was an option in its historical moment that represented an advance in the attention to this population group. However, it is necessary to be in tune with the demands that occur in the context and to contribute to the training of students from the university campuses themselves to achieve the expected change related to an inclusive and contextualized approach. </p>
					<p>The contemporary approach of the discipline Physical Education (2016) study plan E, offers potentialities to elaborate a developmental and inclusive conception that takes into account the best of the operative conception recognizing the value of this and is projected in a new approach of the didactic dynamics that recognizes in an inclusive concept the articulation of its subjects for the attention to university students conditioned by medical certificate.</p>
					<p>When performing the triangulation in the observations of researchers such as: <xref ref-type="bibr" rid="B4">Escalona et, al. (2010)</xref>, <xref ref-type="bibr" rid="B10">Suarez (2017)</xref>, several shortcomings are found in the teaching-learning process of Physical Education for the students referred to above that also remain valid in 2022 Study Plan E, and that according to them pose are in the genesis of its conception and that are worthy of attention such as:</p>
					<p>
						<list list-type="bullet">
							<list-item>
								<p>Purely therapeutic objectives that hinder the teaching evaluation according to the context. </p>
							</list-item>
							<list-item>
								<p>The decrease of developmental teaching according to the formative demands in Higher Education. </p>
							</list-item>
							<list-item>
								<p>Difficulties in the good development and updating of the methodological work, diminishing the contribution of the discipline to the formation as the main function of the university. </p>
							</list-item>
							<list-item>
								<p>The level of student protagonism in the construction of their learning is minimized. </p>
							</list-item>
							<list-item>
								<p>Predominance of direct command in the execution of physical teaching tasks.</p>
							</list-item>
						</list>
					</p>
					<p>Summarizing. In the periodization carried out, a series of trends that accentuate the theoretical gap in the field of research are evident, so it is considered necessary to relate below, since many of them are still in force in 2022 Study Plan E. Among them: </p>
					<p>
						<list list-type="bullet">
							<list-item>
								<p> The teaching-learning process of Physical Education for university students conditioned by medical certificate has remained as an object of INDER in therapeutic areas and classrooms of physical culture, negatively affecting the expected formation of the students already referred. By not didactically conceiving the attention to the development of motor autonomy as a necessary competence.</p>
							</list-item>
							<list-item>
								<p>INDER specialists, in charge of the teaching-learning process of Physical Education for university students conditioned by medical certificate, use a traditional didactic that makes the referred process asystemic, excluding and decontextualized.</p>
							</list-item>
						</list>
					</p>
					<p>Taking into account the results of this epigraph, and in consideration of this researcher, there is a theoretical fissure in the field of research related to the above mentioned indicators and the documents with normative legal basis in Higher Education, therefore, it is necessary to deepen in the gnoseological and procedural bases to found and elaborate the analysis programs that make possible an inclusive conception of Physical Education for university students conditioned by medical certificate, where the cognitive nodes of Prophylactic and Therapeutic Physical Culture, which appears as subjects of the curricular Discipline base study plan E, are taken advantage of.</p>
					<sec>
						<title>The therapeutic area of university physical education: A contextual idea.</title>
						<p>After the theoretical systematization carried out in the previous epigraph, the solution to the concrete problem can be proposed from a theoretical construct, which marks in the guiding idea the conception of the teaching-learning process, totalizing the discipline Physical Education, given in the possibility of dialectically relating the subject Prophylactic and Therapeutic Physical Culture designed for different years, and the subjects of Physical Education I, II, III and IV, where diversity and inclusion of university students conditioned by medical certificate are profiled. </p>
						<p>Guiding idea: the conception of the Therapeutic Area of university physical education allows improving the teaching-learning process of Physical Education for university students conditioned by medical certificate, which is conceived based on three fundamental elements</p>
						<p>
							<list list-type="bullet">
								<list-item>
									<p>It is conceived in the undergraduate modality, which indicates to contextualize and integrate administrative, assistance, research and teaching actions to organize the teaching-learning process in the therapeutic area of university physical education with a developmental and inclusive, productive, problematizing, systemic and participative approach. </p>
								</list-item>
								<list-item>
									<p>It has a double character: therapeutic act (assistance-research): it allows correcting and compensating diseases through physical exercise, supported by research. Teaching act: it allows the teacher to mediate between the application of the knowledge system contemplated in the institutional programs (diagnose, intervene), and the student's performance mode, and from this to issue an evaluative criterion on the student's performance. </p>
								</list-item>
								<list-item>
									<p>To develop motor autonomy in students through systematic training, individual exercise and understanding of the different mechanisms of physiological action of exercise:</p>
								</list-item>
							</list>
						</p>
						<p>
							<list list-type="alpha-lower">
								<list-item>
									<p> Mechanism of tonifying action by varying the general tone of the organism, and as a result, the activity of the organ systems is accelerated.</p>
								</list-item>
								<list-item>
									<p> Mechanism of trophic action increasing the energetic reserves, improving the structure of the organs and tissues. </p>
								</list-item>
								<list-item>
									<p> Mechanism of formation of temporary and permanent compensations.</p>
								</list-item>
								<list-item>
									<p> Mechanisms of normalization of the functions, improving the ideomotor movements from the different links of the Nervous System.</p>
								</list-item>
							</list>
						</p>
						<p>The therapeutic area of university physical education is an inclusive conception that allows grouping the aforementioned students in the university context, it also serves as a basis to articulate subjects of the discipline Physical Education with a curricular approach from the dialectical relationships established between the therapeutic area and Physical Education in terms of the intention and objective of physical exercise. </p>
						<p>An analysis of the meanings that make up the idea of therapeutic area of university physical education shows that the term area has several meanings depending on the context in which it is used. For this article we assume <xref ref-type="bibr" rid="B8">Ramírez and López (2015</xref>, p. 19), who refer: &quot;Area, is the idea of a portion of the earth's surface, meaning the perspective that implies considering a kind of platform where objects, subjects and phenomena are located, which represents a kind of container of the matter present on Earth&quot;. This criterion is assumed by the subjectivity shown, which broadens this concept to a specific area of knowledge as a phenomenon.</p>
						<p>In the specific case of physical exercise, this constitutes in itself a method of correction and compensation of the state of health, so it is considered by medicine as a therapy established under the name of prophylactic and therapeutic physical culture, currently in the group of bioenergetic therapies in which changes in lifestyle are assumed in general, and therefore its main actor is the person, so Physical Education should be oriented in this sense to the development of motor autonomy to achieve self-validism.</p>
						<p>The term Physical Education has been widely analyzed from different categories by researchers such as <xref ref-type="bibr" rid="B5">López (2006</xref>), among others, for which reason we assume the scientific criteria of <xref ref-type="bibr" rid="B5">López (2006</xref> p. 31)</p>
						<p>Physical Education represents a particular dimension of the educational process, made up of a semantic unit composed of the noun Education and the adjective physical. It constitutes, therefore, an expression that is not univocally understood, with very different meanings depending on the historical moment, tradition and sociocultural context, but whose scope is not reduced to a simple education of the physical. </p>
						<p>With this scientific criterion, the author suggests the intention and action of the discipline, and also refers to the context of action. Therefore, the teaching-learning process of Physical Education for university students conditioned by medical certificate should be carried out in the therapeutic area of Physical Education and respond to the interests of the context, performing activities that provide essential elements for training. Therefore, it is considered that the didactics should lead to an integral education, which considers the movement beyond the physical commitment, guaranteed by an articulation of the subjects based on the student's self-conductive capacity. </p>
						<p>Therefore, the therapeutic area contextualized to the university is open to the model, legislation and broad in the direction of education. In this sense, the <xref ref-type="bibr" rid="B6">MES Base Document (2016</xref>, p. 1) by which the E curricula are designed, for training in Cuban Higher Education, states that:</p>
						<p>The university is par excellence the social institution with the greatest capacity to preserve, develop and disseminate culture in its broadest sense, so it is expected to put the most advanced knowledge at the service and safeguard of humanity, in the most comprehensive and inclusive way possible.</p>
						<p>Therefore, the therapeutic area of university physical education is defined as the space where to exercise the right to curricular Physical Education, where to be able to think, give opinions, dissent and act with motor autonomy through the instructive and educational intention of physical exercise as a prophylactic, therapeutic and self-realization means in the formation towards a profession.</p>
						<p>Considering the fact given so far, the teaching-learning process in the therapeutic area of university physical education (TAUPE), constitutes a priority of Higher Education. In this, the formative requirements revealed in the normative documents, and the developmental learning that sustains it, have demands that start from the characteristics and role of the participating teachers and students, which is one of the categories to be taken into account in the research. </p>
						<p>However, its conduction through a didactic approach that allows the fulfillment of the objectives set out in the context, must contemplate the attention to the diversity referred to diseases and professional profiles and the dynamic articulation of the subjects of the base curricular discipline Physical Education, becoming a model representation, since it does not represent any real existing object at this educational level, but rather proposes the creation of a new one.</p>

				<title>Conclusions</title>
				<p>The analysis of the historical background of the conception of university Physical Education for university students with medical certificate, which conditions them for these practices, shows that the attention to the diversity of the class group has not always been taken into account in the therapeutic area of physical culture and the requirements of the documents with normative legal basis at this educational level. </p>
				<p>The theoretical construct of therapeutic area of university physical education shows in its structure the operative relations between the categories therapeutic area, Physical Education in Higher Education and the use of the potentialities shown by this discipline, concretizing in a representation of the new object sustaining the teaching-learning process according to the requirements of the documents with normative legal basis of Higher Education.</p>
