            <title>RESUMEN</title>
            <bold> </bold>
            <p>La propuesta es el resultado de una investigación realizada por la Cátedra de la mujer de la Universidad de Guantánamo que aporta un protocolo de ruta crítica con el objetivo de contribuir a la preparación de agencias y agentes sociales para la prevención de la violencia contra la mujer. Se desarrolló en el período de 2018-2022 y toma una muestra de 7 agencias sociales, representada por 62 agentes sociales de una población de 480 agentes. Se apoyó en métodos como los teóricos, empíricos y matemático-estadísticos. Los resultados se validaron mediante la triangulación metodológica, permitiendo demostrar su novedad, pertinencia y factibilidad.</p>

         <title>Introducción</title>
         <bold> </bold>
         <p>La violencia contra la mujer no resulta un problema reciente; sin embargo, su comprensión como problema social va más allá del espacio íntimo-privado. Resulta compleja cuando ha pervivido invisibilizado por su naturalización como parte de la cultura patriarcal a lo largo de siglos. Por tal motivo, resulta ser una impactante realidad que acontece en las comunidades, las familias, la escuela y la sociedad en general.  </p>
         <p>En tal sentido, la universidad tiene el deber de transformarse en su interior para dar respuestas a las demandas sociales, de la sociedad en la que se inserta <xref ref-type="bibr" rid="B4">(Horruitiner, 2006, p.5</xref>). Ante esto, resulta imprescindible reconocer el trabajo conjunto de las agencias y agentes sociales con el acompañamiento de las universidades, en función de la prevención de la violencia contra la mujer. Asimismo, es válido reconocer las carencias que en el orden teórico-metodológico se evidencian en este grupo de trabajo. Es por ello que se plantea como problema científico: ¿Cómo contribuir a la prevención de la violencia contra la mujer en Guantánamo?</p>
         <p>Para lo cual se concibe en un primer momento, el establecimiento de una relación dinámica y sistemática de las agencias y agentes sociales con la Cátedra de la mujer como agencia rectora en representación de la universidad. De esta premisa se elabora un Protocolo de ruta crítica como guía metodológica para el trabajo de las agencias y agentes sociales en función de la prevención de la violencia contra la mujer. Este tiene como objetivo la preparación de las agencias y agentes sociales para la prevención de la violencia contra la mujer. </p>
         <p>La muestra se conformó por 7 agencias sociales (Fiscalía, Federación de Mujeres Cubanas, Casa de atención a la mujer y la familia, Medicina legal, Policlínico, Ministerio de trabajo y seguridad social, la Policía Nacional Revolucionaria), representada 62 agentes de una población de 480 agentes sociales</p>
         <bold> </bold>
         <p>Para el desarrollo de dicha investigación, se aplicaron diferentes métodos teóricos (histórico- lógico, Analítico - sintético, Inductivo - deductivo); métodos empíricos (la observación, la entrevista, el cuestionario, análisis documental, talleres de socialización y relatoría de experiencias); método matemático-estadístico (análisis porcentual).</p>

         <title>Desarrollo</title>

         <p>
            <list list-type="roman-upper">
               <list-item>
                  <p>Fundamentos generales de la prevención de la violencia contra la mujer.  </p>
               </list-item>
            </list>
         </p>
         <bold> </bold>
         <p>La prevención en Cuba, es uno de los objetivos más importantes de la educación. Esta tiene un fundamento filosófico, sociológico, médico, psicológico, pedagógico y jurídico que impacta la realidad de la calidad educativa. (<xref ref-type="bibr" rid="B2">Díaz, 2011</xref>). </p>
         <p>La palabra prevención, desde su acepción, resulta un término complejo, generando un alto grado de confusión a la hora de definir su significado. La multidimensionalidad del concepto ha permitido que se haya utilizado en disímiles campos de acción y del conocimiento. Lo anterior significa que, aunque hay una amplia producción de conceptualizaciones, no existe un consenso unificador de las definiciones al respecto.</p>
         <p>De esta manera luego de la sistematización realizada acerca de la categoría prevención, las autoras definen la prevención de la violencia contra la mujer como: el conjunto de acciones educativas integradas, de carácter anticipatorio, retroactivo y bidireccional, en el orden sociopolítico, económico, jurídico y psicológico, desarrolladas por las agencias y agentes sociales, en disposición de impedir o contrarrestar daños, perjuicio o deterioro a la mujer y a su condición social.</p>
         <p>Lo anticipatorio se refiere a la capacidad de previsión que debe poseer la agencia o agente social que realiza las acciones preventivas; y lo retroactivo tiene que ver con la capacidad de disminuir los efectos que ha causado el problema (violencia contra la mujer). Se orienta de manera bidireccional, tanto para la víctima como para el agresor que la propicia, en aras de reducir el riesgo de que se produzca.</p>
         <p>En relación con lo abordado, es importante considerar varios elementos que constituyen fundamentos teóricos para el abordaje de la prevención de la violencia contra la mujer. Entre ellos considerar el establecimiento de tres niveles de la prevención y los tres tipos de prevención, (<xref ref-type="bibr" rid="B3">Fuentes Avila, Vasallo Barrueta, et al., 2005</xref>)</p>
         <p>Nivel superior o de la sociedad: son acciones dirigidas a la solución de importantes problemas políticos, económicos y sociales que influyen en el desarrollo de la sociedad y en consecuencia con la elevación del nivel y la calidad de vida de la población.</p>
         <p>Nivel medio o de los agentes de socialización: se refiere a las acciones que, mediante políticas, leyes, reglamentos y otras disposiciones se aplican con el objetivo de contribuir al desarrollo adecuado de los diferentes agentes de socialización. </p>
         <p>Nivel individual: se refiere a las acciones encaminadas a personas específicas y cuyo objetivo es contribuir al adecuado desarrollo y ajuste social de la persona.</p>
         <p>Para un funcionamiento efectivo de los tres niveles de prevención, se deben concebir acciones dirigidas a través de tipos de prevención, que, desde la literatura científica, se conceptualiza como Prevención primaria, Prevención secundaria y prevención terciaria.</p>
         <p>
            <list list-type="bullet">
               <list-item>
                  <p>Prevención primaria: Su objetivo consiste en disminuir la incidencia de la violencia contra la mujer, así como la reducción y/o eliminación de la frecuencia de casos nuevos durante un período de tiempo. Tiene como misión la disminución de riesgos en una población a través de cambios socio-políticos.</p>
               </list-item>
            </list>
         </p>
         <p>
            <list list-type="alpha-upper">
               <list-item>
                  <p>Prevención secundaria: Es aquella que trata de descubrir y eliminar la dificultad concreta, para que ésta no se consolide. Su realización es a través del diagnóstico precoz de las manifestaciones de violencia contra la mujer y de una atención inmediata con un tratamiento efectivo. Se trabaja ya con sujetos afectados o bien se actúa para detecciones precoces de los posibles casos de alto riesgo, es decir se orienta a generar cambios.</p>
               </list-item>
               <list-item>
                  <p>Prevención terciaria: Su función es la de retener o retardar la evolución de la violencia contra la mujer, de manera que contribuya a la disminución de sus consecuencias a pesar de que persista el efecto inicial. Tiene como finalidad la rehabilitación de sujetos, con el objetivo de minimizar los efectos.  </p>
               </list-item>
            </list>
         </p>
         <p>Un desempeño efectivo de la labor preventiva requiere de la articulación de estos tres tipos de prevención, es decir que se debe considerar cualquier estrategia o programa atendiendo las causas que aparecen en estos niveles, organizando acciones dirigidas a intervenir desde cada uno de ellos contextualizada a la violencia contra la mujer. </p>
         <p>
            <list list-type="roman-upper">
               <list-item>
                  <p>Ruta crítica para la prevención de la violencia contra la mujer</p>
               </list-item>
            </list>
         </p>
         <bold> </bold>
         <p>La ruta crítica constituye un método de gestión para identificar las tareas y acciones educativas más inmediatas a realizar por las agencias y agentes sociales, a manera de reducir el tiempo y los costos empleados para la prevención de la violencia contra la mujer. Esta se materializa a través de acciones educativas, de manera que se realicen en el orden y el tiempo adecuado con cierta flexibilidad y de acuerdo con lo que está legislado.</p>
         <p>Agencias y agentes sociales. Características y funciones.</p>
         <bold> </bold>
         <p>Según afirma (<xref ref-type="bibr" rid="B1">Blanco Pérez, A. 2002</xref>), en la sociedad existen diferentes ¨agencias¨ y ¨agentes¨ para materializar el proceso de socio-individualización. Estas agencias y agentes son: la familia, los amigos, la comunidad, los diferentes grupos, los medios de comunicación social, la escuela. En cada una de estas agencias el hombre se educa - se forma- social e individualmente por diferentes vías. Por lo que, se consideran el sustento para el análisis de los procesos personalizados que se dan a lo interno de la socialización como macroproceso, a partir de la magnitud y alcance del mismo y la prevención de la violencia contra la mujer no es la excepción.</p>
         <p>Para la creación de la ruta crítica se proponen:</p>
         <p>
            <list list-type="order">
               <list-item>
                  <p>La cátedra de la mujer: agencia mediadora de dirección de las agencias y agentes sociales, a través de la gestión de conocimientos teóricos - metodológicos para articular acciones en función de prevenir la violencia contra la mujer como parte de la extensión universitaria.</p>
               </list-item>
               <list-item>
                  <p>Federación de Mujeres Cubanas: organización de masa que constituye una agencia de apoyo que transversaliza el trabajo de atención a la mujer. Es la representante de la mujer y sus derechos en la sociedad. Dentro de sus funciones están entre otras: atención a la violencia y coordinar el grupo para la prevención y atención de la violencia intrafamiliar en el que participan varios organismos y organizaciones.</p>
               </list-item>
               <list-item>
                  <p>Casa de orientación a la mujer y la familia: esta agencia tiene como principal objetivo ayudar a elevar la calidad de la labor de la Federación de Mujeres Cubanas mediante la preparación de activistas y a diversificar opciones de cursos, entrenamientos, consultas a grupos de distintas edades e intereses. Entre sus funciones están: potenciar el trabajo de la Federación de Mujeres Cubanas; brindar orientación u/o atención especializada a aquellas personas o familias que se acerquen solicitando ayuda o sean detectadas en el quehacer cotidiano en las comunidades. </p>
               </list-item>
               <list-item>
                  <p>Fiscalía General de la República: agencia encargada de comprobar el cumplimiento de las leyes y disposiciones sobre la violencia. Así como de participar en las tareas de prevención del delito y en la lucha contra todas las manifestaciones de delincuencia o conductas antisociales.</p>
               </list-item>
               <list-item>
                  <p>Policía Nacional Revolucionaria: forma parte de la dirección general del Ministerio del Interior. Como agencia social tiene como función principal actuar proactivamente, de manera profiláctica, preventiva y comunitaria sobre las personas de interés policial para garantizar el orden público y la tranquilidad ciudadana.</p>
               </list-item>
               <list-item>
                  <p>Trabajadores sociales: agentes sociales de vital importancia en el trabajo comunitario. Entre sus funciones están caracterizar, diagnosticar e intervenir a las personas, los núcleos familiares, los grupos y las comunidades, partiendo de los siguientes principios: conocer y transformar, actuar sobre las causas, acción centrada en las personas y no los problemas, actuar teniendo en cuenta el contexto social y la autotransformación desde las potencialidades. Además, el trabajador social debe realizar en los diferentes niveles procesos de carácter participativo tales como caracterizar, diagnosticar, desarrollar sistemas de acciones, así como evaluar y dar seguimiento.</p>
               </list-item>
               <list-item>
                  <p>Médicos: son aquellos agentes encargados de prescribir y administrar un tratamiento adecuado luego de un diagnóstico por lesiones o secuelas a consecuencia de malos tratos. Además, son quienes orientan y aconsejan a los pacientes y sus familiares sobre la conducta a seguir para el logro de su bienestar general de salud. </p>
               </list-item>
               <list-item>
                  <p>Medicina Legal: Agencia responsable de calificar las lesiones y determinar si son constitutivas de delito y orientar la vía para darle seguimiento al caso.</p>
               </list-item>
            </list>
         </p>
         <p>Proceso de ruta crítica</p>
         <bold> </bold>
         <p>Para la formación de una ruta crítica es esencial determinar sus objetivos y fin. Para ello parte de la gestión de la universidad desde la cátedra de la mujer, en pos de preparar metodológicamente a las agencias y agentes sociales para la prevención de la violencia contra la mujer. En este sentido se ofrecen algunas sugerencias que constituyen alternativas, a partir de la sistematización de experiencias en el trabajo de dichas agencias y agentes sociales en esa dirección.</p>
         <p>Para la investigadora Montsaret Sagot, “la ruta crítica es un proceso que se construye a partir de la secuencia de decisiones tomadas y acciones ejecutadas por las mujeres afectadas por la violencia intrafamiliar y las respuestas encontradas en su búsqueda de soluciones”. (<xref ref-type="bibr" rid="B5">Sagot &amp; Carcedo, 2000, p. 81</xref>). En este caso, el alcance de la violencia trasciende el ámbito familiar pues se ajusta a toda la violencia de la que pueda ser víctima la mujer.</p>
         <p>Con esta ruta las mujeres, mediante la respuesta social brindada por las agencias y agentes sociales, deben satisfacer su necesidad de protección y ayuda ante la violencia, lo que a su vez constituye una parte determinante de la ruta crítica. Esta describe las decisiones y acciones emprendidas por las mujeres y las respuestas encontradas, tanto en su ámbito familiar, como en el institucional. En este último se centra la propuesta de la ruta a seguir, pues toma en consideración las agencias y agentes sociales como encargados de dar respuesta ajustada a las normativas establecidas para la prevención de la violencia contra la mujer.</p>
         <p>Para la funcionabilidad de la ruta es importante que todos los factores se interrelacionen entre sí, para incidir sobre la subjetividad de las mujeres en su decisión de iniciar y continuar un camino de búsqueda de ayuda y soluciones. La no precisión de una ruta crítica es la causa más común del abandono de los servicios de atención por parte de las mujeres víctimas de violencia.  </p>
         <p>Dada la cantidad de factores que intervienen, la ruta crítica es un proceso complejo, no lineal, que implica avances y retrocesos. Es por ello que la propuesta que se muestra es solo una opción y no un plan preestablecido, en tanto está sujeta a la situación específica de violencia. Se trata entonces, de un proceso de fortalecimiento de las mujeres, en el que las agencias y agentes sociales brindan ayuda, orientación, apoyo, información y acompañamiento como garantía de sus derechos.</p>
         <p>Como premisa es importante considerar la comprensión del ciclo de la violencia descrito por (<xref ref-type="bibr" rid="B6">Walker, 2012</xref>). En este orden se toma como primer paso de la ruta, que se reconozca la violencia para poder romper el silencio y buscar ayuda. Cuando la prevención es anticipatoria, la ruta a seguir será la que se ilustra en la <xref ref-type="table" rid="t1">Tabla 1</xref>.</p>
         <p>

         <p>Por otra parte, la prevención retroactiva expresa la capacidad de disminuir los efectos que ha causado la violencia contra la mujer. En el caso de identificarse alguna lesión que ponga en riesgo la integridad física o vulnere los derechos de la mujer la ruta a seguir será a través de las entradas que muestra la <xref ref-type="fig" rid="f1">figura 1</xref> y la <xref ref-type="table" rid="t2">tabla 2</xref>. Ruta crítica cuando la prevención es retroactiva. </p>

         <p>La <xref ref-type="fig" rid="f1">figura 1</xref> evidencia las vías de entrada que se debe realizar para el desarrollo de la ruta crítica. La cual les da paso a las diferentes acciones a desarrollar por cada agencia y agente social involucrado en el proceso de prevención de violencia contra la mujer. </p>
         <p>

         <p>De acuerdo con el protocolo diseñado, las agencias y agentes a cargo del primer contacto identificarán el procedimiento a seguir, por lo que el itinerario de la ruta no es lineal depende de las particularidades del caso. Simultáneamente estarán sucediendo varias acciones e impactando varias agencias o agentes en la ruta. </p>
         <p>Para ello es indispensable el debido acompañamiento y seguimiento al caso en función de los criterios contenidos en la ruta crítica de atención general en consecuencia con lo que está establecido. Lo anterior significa que hay acciones que deben ser imprescindible durante todo el desarrollo de la ruta crítica, que la transversalizan: acompañamiento para el logro de la estabilidad emocional en la solución de la situación problemática. </p>
         <p>Otras acciones paralelas a la ruta crítica: </p>
         <p>
            <list list-type="bullet">
               <list-item>
                  <p>La identificación de situaciones críticas desde el fomento de la percepción social de la violencia.</p>
               </list-item>
               <list-item>
                  <p>Coordinar con otras entidades o empresas para promover la apertura de plazas y contratación prioritaria de mujeres que han sido víctimas de violencia.</p>
               </list-item>
            </list>
         </p>
         <p>Utilizar los medios de información y comunicación para la divulgación del servicio de cada agencia y del servicio de la ruta crítica (radio, televisión, prensa plana, folletos de orientación y otros que puedan facilitar el proceso). En este sentido, se propone la representación gráfica de la ruta crítica a seguir por las diferentes agencias y agentes sociales de acuerdo a su encargo social como se muestra en la <xref ref-type="fig" rid="f2">Figura 2</xref>. </p>

         <p>Dicha ruta expresa las relaciones de subordinación y coordinación que se establecen entre las diferentes agencias y agentes sociales, en donde la cátedra de la mujer de la Universidad de Guantánamo realiza el acompañamiento en función de la prevención.</p>
         <bold>lll.</bold>
         <p>
            <list list-type="roman-upper">
               <list-item>
                  <p> Sugerencias metodológicas para el trabajo de las agencias y agentes sociales en la prevención de la violencia contra la mujer</p>
               </list-item>
            </list>
         </p>
         <bold> </bold>
         <p>A pesar de ser una realidad que las manifestaciones de la violencia contra la mujer son diversas, la atención, aunque particularizada, debe cumplir con un patrón que guie y permita brindar apoyo a las víctimas. Independientemente de que cada una de las agencias y agentes sociales tiene una misión específica, es importante que estas víctimas encuentren el apoyo necesario para enfrentar el riesgo que supone romper el silencio, asumiendo dentro de su rol profesional, la prevención de la violencia contra la mujer. En este sentido, a continuación, se proponen algunas sugerencias con la asunción de premisas éticas como la privacidad y la confidencialidad como garantía de éxito de cualquiera de las acciones.</p>
         <p>Acciones:</p>
         <p>

                  <p>Preparase constantemente para el enfrentamiento de la violencia desde las diferentes áreas de actuación.</p>

                  <p>Planificar en los cursos de superación aspectos relacionados con la prevención y atención de la violencia contra la mujer y temas afines.</p>

         <title>Conclusiones</title>
         <bold> </bold>
         <p>Las acciones propuestas en el protocolo de ruta crítica están en correspondencia con la definición de prevención de violencia contra la mujer que se asume.  En este sentido, se resalta el valor de la ruta crítica y la lógica de articulación entre las acciones, respaldadas por su coherencia y objetividad. Se evaluó como acertada para el contexto guantanamero de manera que no solo se ayude a las víctimas y a los agresores, sino que se contribuya a la preparación de las agencias y agentes sociales para brindar apoyo.</p>

            <title>ABSTRACT</title>
            <bold> </bold>
            <p>The proposal is the result of a research conducted by the Women's Chair of the University of Guantánamo that provides a critical path protocol with the objective of contributing to the preparation of agencies and social agents for the prevention of violence against women. It was developed in the period of 2018-2022 and takes a sample of 7 social agencies, represented by 62 social agents out of a population of 480 agents. It relied on methods such as theoretical, empirical and mathematical-statistical methods. The results were validated through methodological triangulation, making it possible to demonstrate their novelty, relevance and feasibility.</p>

            <title>Introduction</title>
            <bold> </bold>
            <p>Violence against women is not a recent problem; however, its understanding as a social problem goes beyond the intimate-private space. It is complex when it has remained invisible due to its naturalization as part of the patriarchal culture for centuries. For this reason, it is a shocking reality that occurs in communities, families, schools and society in general.  </p>
            <p>In this sense, the university has the duty to transform itself in order to respond to the social demands of the society in which it is inserted (<xref ref-type="bibr" rid="B4">Horruitiner, 2006, p.5</xref>). In view of this, it is essential to recognize the joint work of agencies and social agents with the support of universities, in order to prevent violence against women. It is also valid to recognize the theoretical and methodological shortcomings that are evident in this working group. For this reason, the following scientific problem is stated: How to contribute to the prevention of violence against women in Guantánamo?</p>
            <p>For which it is conceived in a first moment, the establishment of a dynamic and systematic relationship of the agencies and social agents with the Women's Chair as the leading agency representing the university. From this premise, a critical path protocol is elaborated as a methodological guide for the work of the agencies and social agents in terms of the prevention of violence against women. The objective of this protocol is to prepare agencies and social agents for the prevention of violence against women. </p>
            <p>The sample consisted of 7 social agencies (Prosecutor's Office, Federation of Cuban Women, House of Attention to Women and the Family, Legal Medicine, Polyclinic, Ministry of Labor and Social Security, the National Revolutionary Police), representing 62 agents out of a population of 480 social agents.</p>
            <p>For the development of this research, different theoretical methods were applied (historical-logical, analytical-synthetic, inductive-deductive); empirical methods (observation, interview, questionnaire, documentary analysis, socialization workshops and experience reports); mathematical-statistical method (percentage analysis).</p>

            <title>Development</title>

                     <p>General foundations for the prevention of violence against women.</p>
                  </list-item>
               </list>
            </p>
            <bold> </bold>
            <p>Prevention in Cuba is one of the most important objectives of education. It has a philosophical, sociological, medical, psychological, pedagogical and legal foundation that impacts the reality of educational quality (<xref ref-type="bibr" rid="B2">Díaz, 2011</xref>). </p>
            <bold> </bold>
            <p>The word prevention, from its meaning, is a complex term, generating a high degree of confusion when defining its meaning. The multidimensionality of the concept has allowed it to be used in dissimilar fields of action and knowledge. This means that, although there is a wide production of conceptualizations, there is no unifying consensus of definitions. </p>
            <p>Thus, after systematizing the category of prevention, the authors define the prevention of violence against women as: the set of integrated educational actions, of an anticipatory, retroactive and bidirectional nature, in the socio-political, economic, legal and psychological order, developed by social agencies and agents, in order to prevent or counteract damage, harm or deterioration to women and their social condition.</p>
            <p>Anticipatory refers to the capacity of foresight that the agency or social agent that carries out preventive actions must possess; and retroactive has to do with the capacity to diminish the effects caused by the problem (violence against women). It is oriented in a bidirectional manner, both for the victim and for the aggressor who causes it, in order to reduce the risk of its occurrence.</p>
            <p>In relation to the above, it is important to consider several elements that constitute theoretical foundations for the approach to the prevention of violence against women. Among them is the establishment of three levels of prevention and three types of prevention (<xref ref-type="bibr" rid="B3">Fuentes Avila, Vasallo Barrueta, et al., 2005</xref>): </p>
            <p>Higher or societal level: these are actions aimed at the solution of important political, economic and social problems that influence the development of society and consequently with the elevation of the level and quality of life of the population.</p>
            <p>Middle level or of the agents of socialization: refers to actions that, through policies, laws, regulations and other provisions, are applied with the objective of contributing to the adequate development of the different agents of socialization. </p>
            <p>Individual level: refers to actions aimed at specific individuals and whose objective is to contribute to the adequate development and social adjustment of the person.</p>
            <p>For an effective functioning of the three levels of prevention, actions directed through types of prevention must be conceived, which, from the scientific literature, are conceptualized as Primary Prevention, Secondary Prevention and Tertiary Prevention.</p>
            <p>Prevención primaria: </p>
            <p>

                     <p>Its objective is to reduce the incidence of violence against women, as well as the reduction and/or elimination of the frequency of new cases over a period of time. Its mission is to reduce risks in a population through socio-political changes.</p>
                  </list-item>
                  <list-item>
                     <p>Secondary prevention: It is the one that tries to discover and eliminate the concrete difficulty, so that it does not consolidate. It is carried out through early diagnosis of the manifestations of violence against women and immediate attention with effective treatment. It works with affected individuals or acts for the early detection of possible high-risk cases, i.e. it is oriented to generate changes.</p>
                  </list-item>
                  <list-item>
                     <p>Tertiary prevention: Its function is to hold back or delay the evolution of violence against women, so as to contribute to the reduction of its consequences despite the persistence of the initial effect. Its purpose is the rehabilitation of subjects, with the objective of minimizing the effects.  </p>
                  </list-item>
                  <list-item>
                     <p>An effective performance of preventive work requires the articulation of these three types of prevention, i.e. any strategy or program should be considered addressing the causes that appear at these levels, organizing actions aimed at intervening from each of them contextualized to violence against women.</p>

                     <p>Critical path for the prevention of violence against women</p>

            <p>The critical route constitutes a management method to identify the most immediate educational tasks and actions to be carried out by agencies and social agents, in order to reduce the time and costs used for the prevention of violence against women. This is materialized through educational actions, so that they are carried out in the appropriate order and time with certain flexibility and in accordance with what is legislated.</p>
            <p>Agencies and social agents. Characteristics and functions.</p>
            <bold> </bold>
            <p>According to <xref ref-type="bibr" rid="B1">Blanco Pérez, A. 2002</xref>), in society there are different "agencies" and "agents" to materialize the process of socio-individualization. These agencies and agents are: the family, friends, the community, different groups, the media, the school. In each of these agencies man is educated - is formed - socially and individually by different ways. Therefore, they are considered the basis for the analysis of the personalized processes that occur within socialization as a macro-process, based on its magnitude and scope, and the prevention of violence against women is no exception.</p>
            <p>For the creation of the critical path, the following are proposed:</p>
            <p>
               <list list-type="order">
                  <list-item>
                     <p>The women's chair: mediating agency for the management of social agencies and agents, through the management of theoretical and methodological knowledge to articulate actions to prevent violence against women as part of university outreach.</p>
                  </list-item>
                  <list-item>
                     <p>Federation of Cuban Women: mass organization that constitutes a support agency that transversalizes the work of attention to women. It is the representative of women and their rights in society. Among its functions are, among others: attention to violence and coordination of the group for the prevention and attention to domestic violence in which several agencies and organizations participate.</p>
                  </list-item>
                  <list-item>
                     <p>House of orientation for women and the family: the main objective of this agency is to help improve the quality of the work of the Federation of Cuban Women by preparing activists and diversifying options for courses, training and consultations for groups of different ages and interests. Among its functions are: to promote the work of the Federation of Cuban Women; to provide guidance and/or specialized attention to those individuals or families who come to it requesting help or who are detected in the daily work of the communities. </p>
                  </list-item>
                  <list-item>
                     <p>Office of the Attorney General of the Republic: agency in charge of verifying compliance with the laws and regulations on violence. As well as participating in crime prevention tasks and in the fight against all manifestations of crime or antisocial behavior.</p>
                  </list-item>
                  <list-item>
                     <p>National Revolutionary Police: it is part of the general directorate of the Ministry of the Interior. As a social agency, its main function is to act proactively, in a prophylactic, preventive and communitarian manner on persons of police interest in order to guarantee public order and citizen tranquility.</p>
                  </list-item>
                  <list-item>
                     <p>Social workers: social agents of vital importance in community work. Among their functions are to characterize, diagnose and intervene with individuals, families, groups and communities, based on the following principles: to know and transform, to act on the causes, action focused on people and not on the problems, to act taking into account the social context and self-transformation from the potentialities. In addition, the social worker must carry out participatory processes at different levels, such as characterizing, diagnosing, developing action systems, as well as evaluating and following up.</p>
                  </list-item>
                  <list-item>
                     <p>Physicians: are those agents in charge of prescribing and administering adequate treatment following a diagnosis of injuries or sequelae as a result of maltreatment. In addition, they are those who guide and advise patients and their families on the conduct to follow for the achievement of their general health wellbeing. </p>
                  </list-item>
                  <list-item>
                     <p>Forensic Medicine: Agency responsible for qualifying the injuries and determining whether they constitute a crime and guiding the way to follow up on the case.</p>
                  </list-item>
               </list>
            </p>
            <p>Critical path process</p>
            <bold> </bold>
            <p>For the formation of a critical path it is essential to determine its objectives and purpose. For this, it starts from the management of the university from the women's chair, in order to methodologically prepare the agencies and social agents for the prevention of violence against women. In this sense, some suggestions are offered as alternatives, based on the systematization of experiences in the work of these agencies and social agents in this direction.</p>
            <p>For the researcher Montsaret Sagot, "the critical route is a process that is built from the sequence of decisions taken and actions executed by women affected by domestic violence and the answers found in their search for solutions". (<xref ref-type="bibr" rid="B5">Sagot &amp; Carcedo, 2000, p. 81</xref>). In this case, the scope of violence transcends the family sphere as it is adjusted to all violence of which women may be victims.</p>
            <p>With this route, women, through the social response provided by social agencies and agents, must satisfy their need for protection and help in the face of violence, which in turn constitutes a determining part of the critical route. This describes the decisions and actions taken by women and the responses found, both in the family and in the institutional sphere. The latter is the focus of the proposal of the route to follow, since it takes into consideration the agencies and social agents as the ones in charge of providing a response in accordance with the regulations established for the prevention of violence against women.</p>
            <p>For the route to work, it is important that all the factors are interrelated in order to influence the subjectivity of women in their decision to initiate and continue on a path of seeking help and solutions. Failure to follow a critical path is the most common cause of abandonment of care services by women victims of violence.  </p>
            <p>Given the number of factors involved, the critical path is a complex, non-linear process that involves advances and setbacks. This is why the proposal shown is only an option and not a pre-established plan, as it is subject to the specific situation of violence. It is therefore a process of empowerment of women, in which agencies and social agents provide help, guidance, support, information and accompaniment as a guarantee of their rights.</p>
            <p>As a premise, it is important to consider the understanding of the cycle of violence described by (<xref ref-type="bibr" rid="B6">Walker, 2012</xref>). In this order, the first step of the route is to recognize violence in order to break the silence and seek help. When prevention is anticipatory, the route to follow will be the one illustrated in <xref ref-type="table" rid="t3">Table 1</xref>.</p>

            <p>On the other hand, retroactive prevention expresses the capacity to diminish the effects caused by violence against women. If an injury is identified that endangers the physical integrity or violates the rights of the woman, the route to follow will be through the entries shown in <xref ref-type="fig" rid="f3">Figure 1</xref> and <xref ref-type="table" rid="t4">Table 2</xref>.</p>

            <p>
               <xref ref-type="fig" rid="f3">Figure 1</xref> shows the entry pathways to be followed for the development of the critical path. This gives way to the different actions to be developed by each agency and social agent involved in the process of preventing violence against women. </p>

            <p>According to the protocol designed, the agencies and agents in charge of the first contact will identify the procedure to follow, so the itinerary of the route is not linear depending on the particularities of the case. Simultaneously, several actions will be taking place and impacting several agencies or agents along the route.</p>
            <p>For this purpose, it is essential to provide the necessary accompaniment and follow-up to the case according to the criteria contained in the critical route of general care in accordance with what has been established. This means that there are actions that must be essential throughout the development of the critical route, which transversalize it: accompaniment for the achievement of emotional stability in the solution of the problematic situation.</p>
            <p>Other actions parallel to the critical path:</p>
            <p>
               <list list-type="bullet">
                  <list-item>
                     <p>- The identification of critical situations from the promotion of the social perception of violence.</p>
                  </list-item>
                  <list-item>
                     <p>- Coordinate with other entities or companies to promote the opening of positions and priority hiring of women who have been victims of violence.</p>
                  </list-item>
               </list>
            </p>
            <p>Use the information and communication media to disseminate the service of each agency and the critical route service (radio, television, newspapers, orientation brochures and others that can facilitate the process). In this sense, we propose the graphic representation of the critical route to be followed by the different agencies and social agents according to their social mandate as shown in <xref ref-type="fig" rid="f4">Figure 2</xref>.</p>

            <p>This route expresses the relations of subordination and coordination established between the different agencies and social agents, where the women's chair of the University of Guantánamo provides accompaniment in terms of prevention.</p>

            <p>Although it is a reality that the manifestations of violence against women are diverse, the attention, although particularized, must comply with a pattern that guides and allows providing support to the victims. Regardless of the fact that each of the agencies and social agents has a specific mission, it is important that these victims find the necessary support to face the risk of breaking the silence, assuming, within their professional role, the prevention of violence against women. In this sense, some suggestions are proposed below with the assumption of ethical premises such as privacy and confidentiality as a guarantee of success of any of the actions.</p>

            <p>Constantly prepare for the confrontation of violence from the different areas of action.</p>

                     <p> Plan aspects related to the prevention and care of violence against women and related topics in training courses.</p>

                     <p> Personal management of knowledge related to the prevention and care of violence against women and collaborate in the training of other agencies and agents.</p>

                     <p> Strengthen multidisciplinary victim assistance teams and diversify them throughout the municipalities and communities.</p>

                     <p> Promote workshops for the exchange of experiences with other professionals (institutions, agencies and agents) that can contribute to addressing the problem.</p>

                     <p> Create formal alliances with the media to support their work in favor of prevention.</p>

            <p>The actions proposed in the critical path protocol are in line with the definition of prevention of violence against women.  In this sense, the value of the critical route and the logic of articulation between the actions, supported by their coherence and objectivity, are highlighted. It was evaluated as appropriate for the Guantanamo context so that not only victims and aggressors are helped, but also to contribute to the preparation of agencies and social agents to provide support.</p>
