            <title>RESUMEN</title>
            <bold> </bold>
            <p>El presente estudio permitió elaborar la matriz de las fortalezas, debilidades, oportunidades y amenazas del proceso de evaluación del Proyecto Educativo Institucional fortaleciendo la calidad de los procesos y resultados en la formación pedagógica. El diseño metodológico es descriptivo, dirigido a identificar las opiniones, valoraciones y actitudes de los miembros del grupo focal de discusión en los talleres. Los resultados principales son definidos en la matriz de estrategias, estableciendo el desarrollo de un sistema de dimensiones e indicadores y un manual que favorezca la capacitación de los docentes en el proceso de evaluación.</p>

         <title>Introducción</title>
         <bold> </bold>
         <p>La calidad de la educación constituye un reto de la Agenda 2030 y constituye en sí mismo uno de los objetivos del Desarrollo Sostenible. La evaluación de la calidad educativa es una necesidad indispensable para asegurar la gestión de los sistemas educativos. En el III Perfeccionamiento del Sistema Nacional de Educación se tiene como objetivo desarrollar la calidad de los procesos educativos y la formación integral de los estudiantes.</p>
         <p>En la actualidad es importante que los sistemas educativos utilicen herramientas para el diagnóstico del estado actual del Proyecto Educativo Institucional (PEI). En este sentido el PEI permite la participación activa y transformadora de los agentes educativos en la toma de decisiones sobre las actividades que se desarrollan en la institución.</p>
         <p>La necesidad de la investigación, responde a dos principales argumentos, el primero es el carácter científico de las investigaciones pedagógicas que ocupan un lugar importante en las tareas del perfeccionamiento, con una proyección estratégica que se contextualiza en la labor profesional realizada por los docentes en la Escuela Pedagógica “Manuel Ascunce Domenech”; y el segundo responde al aporte que constituirá el resultado de la investigación para fortalecer la toma de decisiones en el mejoramiento de la gestión Institucional. </p>
         <p>La investigación realizada, utiliza la herramienta de estudio que permite determinar las Fortalezas, Oportunidades, Debilidades y Amenazas (FODA), ampliamente utilizada en el contexto educativo. El contexto interno del FODA se encuentra integrado por las fortalezas y debilidades, mientras que el contexto externo determina las oportunidades y amenazas. </p>
         <p>En el contexto educativo, se debe utilizar el análisis FODA en los procesos que se desarrollan en las instituciones. En este sentido el objetivo de este artículo es elaborar la matriz de las fortalezas, debilidades, oportunidades y amenazas del proceso de evaluación del Proyecto Educativo Institucional fortaleciendo la calidad de los procesos y resultados en la formación pedagógica.</p>

         <title>Desarrollo</title>
         <bold> </bold>
         <p>El PEI tiene como finalidad el mejoramiento progresivo de los procesos de aprendizaje en el estudiante. En este sentido, parte de un conocimiento de la realidad institucional, considerando las demandas de su entorno y contando con una visión adecuada de futuro, proyectando una estrategia de cambio.</p>
         <p>La planificación del PEI se articula con el Plan Anual de Trabajo (PAT) y el Currículo Institucional (CI). El PEI y el PAT están claramente vinculados, en tanto el PAT concreta los objetivos estratégicos del PEI en actividades y tareas que se realizan durante el año escolar. El CI es el núcleo del PEI ya que ofrece un conjunto de orientaciones sobre el contenido del proceso de enseñanza-aprendizaje relativa a los procedimientos para evaluar el rendimiento de los alumnos.</p>
         <p>Las definiciones del PEI tienen una evolución desde un enfoque de instrumento orientado a la organización del centro, de un documento que planifica las actividades hasta una propuesta integral que orienta los procesos de gestión educativa hacia objetivos que aspiran a un modelo de escuela definido.  En nuestra apreciación el PEI debe expresar las aspiraciones de la comunidad educativa acerca del tipo de institución que se quiere para la formación de los estudiantes. </p>
         <p>La investigación asume como definición de PEI la ofrecida por El <xref ref-type="bibr" rid="B1">Instituto Central de Ciencias Pedagógicas ICCP (2017)</xref> donde se afirma que es el:</p>
         <disp-quote>
            <p>Sistema de acciones que traza la institución educativa con la implicación de los docentes, estudiantes, familias y factores de la comunidad, para dar cumplimiento al fin y los objetivos generales del nivel, para desarrollar la función que le encarga la sociedad. (p. 11)</p>
         </disp-quote>
         <p>La definición refleja la estrategia fundamental para materializar los ideales de sociedad y del hombre que se quiere lograr; es por esto, que abarca un proceso de construcción colectiva.  El proceso de planificación y gestión del sistema de actividades educativas está compuesto por un conjunto de acciones estratégicas de forma más flexible, más participativa, según las necesidades e intereses de los diferentes agentes educativos, el cual sustenta la misión, valores y principios consensuados. </p>
         <p>El PEI debe concebir su evaluación y responder a la interrogante ¿Cómo evaluar y autoevaluar sistemáticamente las actividades que se desarrollan?, por lo que los avances conseguidos en los estudiantes permiten reflexionar y comparar entre la situación previa antes de su elaboración y la situación posterior a su aplicación. También desarrolla la forma de evaluar los resultados y el impacto en los estudiantes de las actividades del PEI.</p>
         <p>Una propuesta interesante la ofrece <xref ref-type="bibr" rid="B7">Rivero y González (2018</xref>) donde el trabajo realizado en la Escuela Primaria en perfeccionamiento Clodomira Acosta Ferrals que propone que en la construcción del PEI se plante la etapa de evaluación.  En la evaluación del PEI, <xref ref-type="bibr" rid="B7">Rivero y González (2018)</xref> conciben “determinar los indicadores y las formas de control” (p. 13), la idea planteada permite identificar los logros y dificultades para la toma de decisiones en el mejoramiento del PEI.</p>
         <p>La evaluación del PEI está presente durante todo el proceso, en el marco de la investigación se considera la definición del <xref ref-type="bibr" rid="B1">ICCP (2017)</xref> donde refiere que:</p>
         <disp-quote>
            <p>Debe comenzar desde el mismo comienzo cuando se realizan las reuniones para obtener las primeras opiniones y la sensibilización de todos los participantes. Se debe mantener con un carácter sistemático acerca de los factores que afectan o posibilitan la implementación, para disminuir en todo lo posible los primeros y potenciar los segundos. (p. 15)</p>
         </disp-quote>
         <p>La definición de la evaluación del PEI demuestra varias ideas importantes relacionadas con el proceso de verificación del cumplimiento de los objetivos y metas. La realización del análisis e interpretación de la información permite emitir juicios valorativos sobre los procesos y resultados; así como transformar y reajustar si es necesario el proyecto. La definición va más allá de una evaluación descriptiva y valorativa, también concibe un enfoque transformador para la toma de decisiones, así como transformar y reajustar si es necesario el proyecto.</p>
         <p>En el contexto educativo el análisis situacional de los factores internos y externos contribuye a mejorar la calidad de la gestión institucional y la formación integral de los estudiantes.  <xref ref-type="bibr" rid="B3">Leguizamón (2020</xref>) en una investigación realizada plantea la necesidad de “disponer de instrumentos de monitoreo del Proyecto Educativo Institucional (P.E.I)” (p.3). En este sentido <xref ref-type="bibr" rid="B3">Leguizamón (2020)</xref> plantea que “una de las herramientas más adecuadas según el estudio realizado es el F.O.D.A” (p.3), coincidimos con el autor que el uso del análisis FODA en el PEI es la más adecuada por su importancia.</p>
         <p>La importancia del análisis FODA radica en el papel protagónico que tiene los agentes educativos como promotores activos de los cambios y transformaciones que implementan, como consecuencia directa de realizar un diagnóstico de la situación actual donde refleje los aspectos internos y externos del funcionamiento y el desarrollo de los procesos educativos. En los actuales escenarios del III Perfeccionamiento el PEI tiene que replantearse su análisis situacional específicamente en su evaluación para que salga de la formalidad de lo instituido y se convierta en un proceso participativo, democrático e inclusivo.</p>
         <p>El análisis "FODA, o en inglés SWOT, es una herramienta para la investigación que tuvo su origen e historia en la década de 1960-1970 tal como refiere <xref ref-type="bibr" rid="B2">Ion y Aranguren (2021</xref>) quienes afirman lo siguiente:</p>
         <disp-quote>
            <p>El Instituto de Investigaciones Standford promovió un estudio para mejorar la planificación empresarial corporativa a largo plazo. Fue llevado a cabo por Robert Stewart, Marion Dosher, Otis Benepe, Birger, Lie y Albert Humphrey. Inicialmente plantearon cuatro cuestiones a considerar en el análisis situacional: lo satisfactorio en el presente, entendido como fortalezas; las oportunidades futuras; los fallos en el presente; y las amenazas futuras: dando lugar a la denominación SOFT (Strengths, Opportunities, Fails and Threats). (p.116)</p>
         </disp-quote>
         <p>En la actualidad su utilización es amplia en diferentes sectores como herramienta de diagnóstico para determinar las situaciones externas e internas de procesos, fenómenos y hechos de la realidad objetiva. <xref ref-type="bibr" rid="B4">Loayza (2020</xref>) refiere que “el análisis FODA es una de las herramientas más esenciales de la planificación estratégica ya que permite analizar el entorno interno y externo de una organización” (p.8), en este sentido coincidimos la importancia de diagnosticar el funcionamiento y desarrollo de una institución educativa.</p>
         <p>El análisis FODA tiene un papel importante en la toma de decisiones en las instituciones cuando se determina el entorno interno y externo, <xref ref-type="bibr" rid="B6">Peralta (2020</xref>) refiere que  “es una herramienta de estudio que permite realizar un análisis de la situación real y actual de una empresa, organización o persona para diseñar estrategias competitivas y poder alcanzar los objetivos” (p.20), la finalidad expresada por el autor ofrece la posibilidad de utilizar las estrategias para el mejoramiento de la calidad de la gestión en la educación.</p>
         <p>La investigación asume como definición de análisis FODA la planteada por <xref ref-type="bibr" rid="B2">Ion y Aranguren (2021</xref>) donde refiere que permite “el análisis situacional de individuos, grupos, colectivos, organizaciones, comunidades y realidades sociales, constituyendo una herramienta de diagnóstico reconocida social y científicamente” (p.115).  La definición planteada contempla la representación del análisis FODA en una matriz (ver <xref ref-type="table" rid="t1">tabla 1</xref>), coincidiendo esta observación con los estudios del investigador <xref ref-type="bibr" rid="B5">Mujica (2016</xref>), quien propone los aspectos que se deben considerar para elaborar los listados de la matriz:</p>

         <p>Metodología</p>
         <bold> </bold>
         <p>La clasificación del estudio según su objetivo gnoseológico y dimensión cronológica es descriptiva, porque se centra en reflejar las regularidades de los fenómenos, actividades y procesos en la evaluación del PEI más que en el análisis causal o explicativo del mismo. El estudio se realizó durante el primer semestre del curso escolar 2019-2020 en la Escuela Pedagógica “Manuel Ascunce Domenech” como un proceso continuo. </p>
         <p>En el estudio se pueden distinguir varios momentos caracterizados por la utilización de los métodos empíricos particulares para la realización del análisis FODA. La encuesta se realizó a través del instrumento cuestionario de autoevaluación grupal, la entrevista se realizó a través de los grupos focales en una guía de entrevista y la observación se realizó a través de una guía de observación.</p>
         <p>El análisis FODA se realizó a partir de un grupo focal de discusión donde se ofreció información sobre la actitud de los participantes durante la discusión grupal y las opiniones emitidas por los miembros. El propósito fue determinar los factores internos que constituyen las fortalezas y debilidades, así mismo, es oportuno considerar los factores externos referido a las oportunidades y amenazas en la evaluación del PEI.</p>
         <p>Procedimientos</p>
         <bold> </bold>
         <p>En la realización del análisis FODA se estableció una secuencia metodológica en tres fases fundamentales siguientes:</p>
         <p>Fase Preliminar</p>
         <p>El primer momento corresponde a la propuesta de convocatoria, se contactaron con los participantes explicándole los motivos de la convocatoria, se presenta la idea a tratar y se delimita el tiempo a trabajar (una hora). Fueron escogidos por el criterio de intencionalidad porque en la resolución 111/2017 “Procedimientos para el diseño, ejecución y control del trabajo preventivo en las escuelas pedagógicas” se define que estos participantes tienen un papel clave en la elaboración, seguimiento y control del PEI. También por el criterio de compatibilidad y homogenización del grupo en el contexto de actuación, ocupación y nivel educativo de los participantes en interés de los objetivos propuestos para la realización del taller.</p>
         <p>

         <p>Esta <xref ref-type="table" rid="t2">tabla 2</xref> muestra los participantes en los talleres, según la homogenización de sus funciones ya sean directivos o docentes corresponden a un grupo focal.</p>
         <p>En esta primera fase se determinó la fecha de realización del taller, el lugar que corresponde al Gabinete de Orientación Educativa y las cuestiones para la discusión en el análisis descriptivo del contexto interno y externo del componente evaluativo del PEI. Se confeccionaron los diferentes instrumentos que se utilizaron para registrar las valoraciones y criterios de los participantes.</p>
         <p>Fase Exploratoria</p>
         <p>En la fase se realizaron los talleres de los dos grupos focales siguiendo la metodología de tres momentos como el caldeamiento donde se realizó el encuadre grupal, se precisó la forma de trabajo mediante la discusión colectiva, así como las normas del trabajo grupal. En el segundo momento que correspondió a la actividad central, se realizó el trabajo en grupos, plenaria y cada grupo expone los factores externos: oportunidades y amenazas; y los factores internos: debilidades y fortalezas. Por último, se realizó el cierre de los talleres con un plan de acción que se concreta en el diseño de las estrategias FODA.</p>
         <p>Fase Final</p>
         <p>En esta última fase se elaboró la matriz de análisis FODA del proceso de evaluación del PEI, la cual presenta en forma clara y consistente la realidad objetiva en su contexto situación interna: fortalezas y debilidades, así como la situación externa a efectos de determinar las oportunidades y amenazas de la evaluación del PEI. También presenta la matriz de la estrategia FODA y los objetivos estratégicos que se definieron en la discusión grupal con la triangulación de fuentes.</p>
         <p>Resultados</p>
         <p>Los resultados de la guía de observación durante la aplicación de los dos grupos focales de discusión refleja que en los movimientos corporales se aprecian expresiones faciales de placer, comprensión y atención; realizaron movimientos de las manos y cabezas, intercambios de miradas de confort y satisfacción. Las conductas espaciales del grupo focal fueron apreciadas con el mantenimiento de la cercanía entre los miembros del grupo. </p>
         <p>La expresión oral de los dos grupos focales tuvo como regularidad que presenta un ritmo de la exposición adecuada con una velocidad pausada y precisa. En el segundo grupo focal se mantuvo una dinámica favorable para la discusión colectiva. Es importante señalar que en el primer grupo focal se aborda información significativa con precisión y cierta originalidad ya que estos miembros tienen un amplio dominio del tema. </p>
         <p>Los participantes demostraron una implicación personal en la discusión de la temática debido a la presencia de las relaciones interpersonales sustentadas en la compatibilidad psicológica en la semejanza de valoraciones y opiniones con libertad de expresión y el estricto cumplimiento del encuadre grupal. El clima psicológico fue satisfactorio en la dinámica de ambos grupos focales se manifestaron sentimientos, ideas y opiniones sobre la temática.</p>
         <p>Los miembros se desempeñaron satisfactoriamente no presentaron resistencias al facilitador a su presencia o a su función, tuvieron una disposición positiva hacia el taller, un clima de confianza y seguridad; así como la liberación de las emociones y sentimientos a la hora de hablar sobre el tema. La aclaración precisa y directa de las características del taller permitió un desarrollo exitoso de la discusión de la temática.</p>
         <p>Los resultados de la aplicación del cuestionario y las opiniones de los miembros de los grupos focales fueron sujetas a una triangulación de sujetos donde este estudio tuvo en cuenta la metodología utilizada por <xref ref-type="bibr" rid="B5">Mujica (2016</xref>, p. 3) que permite determinar cuatro grandes procesos: el análisis externo, el análisis interno, la matriz FODA y la formulación de la estrategia según el análisis FODA, lo cual implica determinar los problemas y los objetivos estratégicos.  </p>
         <p>Los principales resultados obtenidos fueron recogidos a través de la matriz FODA (<xref ref-type="table" rid="t3">tabla 3</xref>), teniendo en cuenta el análisis externo y el interno con sus correspondientes criterios, los cuales son enunciados a continuación.</p>

         <p>La selección de las fortalezas, debilidades, oportunidades o amenazas, permitió utilizar la matriz con los cuatro tipos de estrategias FODA (<xref ref-type="table" rid="t4">tabla 4</xref>).  La primera es la estrategia para sobrevivir que tiene como propósito fundamental eliminar las debilidades internas identificadas para minimizar o evitar las amenazas externas. La estrategia para mantenerse, se fundamenta en el uso de fortalezas internas para evitar disminuir o eliminar el impacto de las amenazas externas. La estrategia para crecer, permite mejorar una debilidad interna detectada mediante las utilizaciones efectivas de una o varias oportunidades externas. La cuarta estrategia para desarrollar, utiliza las fortalezas internas para aprovechar las oportunidades externas.</p>

         <p>Los principales problemas estratégicos a ser atendidos según el estudio realizado son:</p>
         <p>
            <list list-type="order">
               <list-item>
                  <p>La evaluación de la calidad de los procesos educativos en la institución.</p>
               </list-item>
               <list-item>
                  <p>La integración de las nuevas formas de trabajo del III Perfeccionamiento en la dinámica del sistema de trabajo institucional.</p>
               </list-item>
               <list-item>
                  <p>La integración de las etapas y componentes del PEI en función del fortalecimiento de la evaluación.</p>
               </list-item>
               <list-item>
                  <p>El establecimiento de los parámetros e indicadores de medición del proceso de evaluación del Proyecto Educativo Institucional PEI.</p>
               </list-item>
               <list-item>
                  <p>La capacitación al personal de la institución, para brindar un mejor servicio en el proceso de evaluación del PEI.</p>
               </list-item>
            </list>
         </p>
         <p>Se hace evidente que los resultados plantean nuevos retos en el contexto educativo que demandan una serie de acciones encaminadas al mejoramiento de los procesos de la calidad educativa con la capacidad de la institución educativa de ofrecer una respuesta y toma de decisión cuando se realiza la evaluación del PEI. Es importante que al determinar las estrategias y los objetivos para conseguir un fin; tengamos bien claro y definido ¿Qué evaluar?, ¿Cuándo se va a evaluar?, ¿Cómo se va a evaluar?, ¿Con qué se va a evaluar? y ¿Para qué se va a evaluar?; estas preguntas claves determinará los tipos y alcances de la evaluación del PEI.</p>
      </sec>
      <sec sec-type="conclusions">
         <title>Conclusiones</title>

         <p>El análisis FODA es una herramienta que permite realizar un estudio descriptivo en la evaluación de los aspectos favorables y desfavorables en los contextos internos y externos de una institución educativa.</p>
         <p>Los resultados en la elaboración de la matriz de análisis y de la estrategia FODA demuestran la necesidad de un sistema de dimensiones e indicadores para la evaluación del PEI y un manual que integre sus componentes y etapas en función de la capacitación de los docentes.</p>

            <title>ABSTRACT</title>
            <bold> </bold>
            <p>This study made it possible to prepare the matrix of strengths, weaknesses, opportunities and threats of the evaluation process of the Institutional Educational Project to strengthen the quality of the processes and results in pedagogical training. The methodological design is descriptive, aimed at identifying the opinions, evaluations and attitudes of the members of the focus group discussion in the workshops. The main results are defined in the strategy matrix establishing the development of a system of dimensions and indicators and a manual that favors the training of teachers in the evaluation process.</p>

            <title>Introduction</title>

            <p>The quality of education is a challenge of the 2030 Agenda and is itself one of the Sustainable Development Goals. The evaluation of the quality of education is an indispensable necessity to ensure the management of education systems. In the III Improvement of the National Education System, the objective is to develop the quality of educational processes and the comprehensive training of students.</p>
            <p>At present, it is important that educational systems use tools for the diagnosis of the current state of the Institutional Educational Project (IEP). In this sense, the IEP allows the active and transforming participation of the educational agents in the decision making about the activities developed in the institution.</p>
            <p>The need for research, responds to two main arguments, the first is the scientific nature of pedagogical research that occupies an important place in the tasks of improvement, with a strategic projection that is contextualized in the professional work done by teachers in the Pedagogical School "Manuel Ascunce Domenech"; and the second responds to the contribution that will constitute the result of the research to strengthen decision making in the improvement of institutional management.</p>
            <p>The research carried out uses the study tool that allows determining the Strengths, Weaknesses, Opportunities, Weaknesses and Threats (SWOT), widely used in the educational context. The internal context of SWOT is composed of strengths and weaknesses, while the external context determines the opportunities and threats. </p>
            <p>In the educational context, the SWOT analysis should be used in the processes developed in the institutions. In this sense, the objective of this article is to elaborate the matrix of strengths, weaknesses, opportunities and threats of the evaluation process of the Institutional Educational Project, strengthening the quality of the processes and results in pedagogical training.</p>

            <title>Development</title>
            <bold> </bold>
            <p>The IEP aims at the progressive improvement of student learning processes. In this sense, it starts from a knowledge of the institutional reality, considering the demands of its environment and having an adequate vision of the future, projecting a strategy for change.</p>
            <p>The planning of the IEP is articulated with the Annual Work Plan (AWP) and the Institutional Curriculum (IC). The IEP and the AWP are clearly linked, in that the AWP concretizes the strategic objectives of the IEP into activities and tasks that are carried out during the school year. The IC is the core of the IEP as it provides a set of guidelines on the content of the teaching-learning process regarding procedures for assessing student performance.</p>
            <p>The definitions of the IEP have evolved from a focus on an instrument oriented to the organization of the school, from a document that plans activities to an integral proposal that orients the educational management processes towards objectives that aspire to a defined school model.  In our opinion, the IEP should express the aspirations of the educational community regarding the type of institution that is desired for the education of students. </p>
            <p>The research assumes as a definition of IEP the one offered by The <xref ref-type="bibr" rid="B1">Central Institute of Pedagogical Sciences CIPS (2017)</xref> where it is stated that it is the:</p>
            <disp-quote>
               <p>System of actions designed by the educational institution with the involvement of teachers, students, families and community factors, to comply with the purpose and general objectives of the level, to develop the function entrusted to it by society. (p. 11).</p>
            </disp-quote>
            <p>The definition reflects the fundamental strategy to materialize the ideals of society and of the man we want to achieve; that is why it encompasses a process of collective construction.  The planning and management process of the system of educational activities is composed of a set of strategic actions in a more flexible, participatory way, according to the needs and interests of the different educational agents, which supports the mission, values and principles agreed upon.</p>
            <p>The IEP must conceive its evaluation and answer the question: How to systematically evaluate and self-evaluate the activities that are developed, so that the progress achieved in the students allows for reflection and comparison between the situation before its development and the situation after its implementation. It also develops the way to evaluate the results and the impact of the IEP activities on the students.</p>
            <p>An interesting proposal is offered by <xref ref-type="bibr" rid="B7">Rivero and González (2018</xref>) where the work carried out in the Clodomira Acosta Ferrals Elementary School in improvement proposes that the evaluation stage be stated in the construction of the IEP.  In the evaluation of the IEP, <xref ref-type="bibr" rid="B7">Rivero and González (2018)</xref> conceive "determining indicators and forms of control" (p. 13), the idea stated allows identifying achievements and difficulties for decision making in the improvement of the IEP.</p>
            <p>The evaluation of the IEP is present throughout the process; in the framework of the research the definition of the ICCP (2017) is considered where it refers that:</p>
            <disp-quote>
               <p>It should start from the very beginning when the meetings are held to obtain the first opinions and the sensitization of all participants. It should be maintained with a systematic approach to the factors that affect or enable implementation, in order to reduce as much as possible the former and enhance the latter. (p. 15).</p>
            </disp-quote>
            <p>The definition of IEP evaluation demonstrates several important ideas related to the process of verifying compliance with objectives and goals. The analysis and interpretation of the information allows making evaluative judgments on the processes and results, as well as transforming and readjusting the project if necessary. The definition goes beyond a descriptive and evaluative assessment, it also conceives a transformative approach for decision making, as well as transforming and readjusting the project if necessary.</p>
            <p>In the educational context, the situational analysis of internal and external factors contributes to improving the quality of institutional management and the comprehensive education of students.  <xref ref-type="bibr" rid="B3">Leguizamón (2020</xref>) in a research conducted states the need to "have instruments for monitoring the Institutional Educational Project (P.E.I)" (p.3). In this sense, <xref ref-type="bibr" rid="B3">Leguizamón (2020)</xref> states that "one of the most appropriate tools according to the study conducted is the F.O.D.A" (p.3), we agree with the author that the use of SWOT analysis in the IEP is the most appropriate due to its importance.</p>
            <p>The importance of the SWOT analysis lies in the leading role of the educational agents as active promoters of the changes and transformations they implement, as a direct consequence of making a diagnosis of the current situation reflecting the internal and external aspects of the functioning and development of the educational processes. In the current scenarios of the III Improvement, the PEI has to rethink its situational analysis specifically in its evaluation so that it leaves the formality of the instituted and becomes a participatory, democratic and inclusive process.</p>
            <p>SWOT analysis is a research tool that had its origin and history in the 1960s-1970s as referred to by <xref ref-type="bibr" rid="B2">Ion and Aranguren (2021</xref>) who state the following:</p>
            <disp-quote>
               <p>The Stanford Research Institute promoted a study to improve long-term corporate business planning. It was conducted by Robert Stewart, Marion Dosher, Otis Benepe, Birger Lie and Albert Humphrey. They initially stated four issues to be considered in the situational analysis: what is satisfactory in the present, understood as strengths; future opportunities; failures in the present; and future threats: giving rise to the name SOFT (Strengths, Opportunities, Fails and Threats). (p.116)</p>
            </disp-quote>
            <p>It is currently widely used in different sectors as a diagnostic tool to determine the external and internal situations of processes, phenomena and facts of the objective reality. <xref ref-type="bibr" rid="B4">Loayza (2020</xref>) refers that "SWOT analysis is one of the most essential tools of strategic planning as it allows analyzing the internal and external environment of an organization" (p.8), in this sense we agree with the importance of diagnosing the operation and development of an educational institution.</p>
            <p>The SWOT analysis plays an important role in decision-making in institutions when determining the internal and external environment, <xref ref-type="bibr" rid="B6">Peralta (2020</xref>) refers that "it is a study tool that allows an analysis of the real and current situation of a company, organization or person to design competitive strategies and to achieve the objectives" (p.20), the purpose expressed by the author offers the possibility of using strategies for the improvement of the quality of management in education.</p>
            <p>The research assumes as definition of SWOT analysis the one stated by <xref ref-type="bibr" rid="B2">Ion and Aranguren (2021</xref>) where it refers that it allows "the situational analysis of individuals, groups, collectives, organizations, communities and social realities, constituting a socially and scientifically recognized diagnostic tool" (p.115).  The definition stated contemplates the representation of the SWOT analysis in a matrix (see <xref ref-type="table" rid="t5">Table 1</xref>), coinciding this observation with the studies of the researcher <xref ref-type="bibr" rid="B5">Mujica (2016</xref>), who proposes the aspects that should be considered to elaborate the matrix listings:</p>

            <p>Methodology</p>
            <bold> </bold>
            <p>The classification of the study according to its gnoseological objective and chronological dimension is descriptive, because it focuses on reflecting the regularities of phenomena, activities and processes in the evaluation of the IEP rather than on the causal or explanatory analysis of it. The study was conducted during the first semester of the 2019-2020 school years at the "Manuel Ascunce Domenech" Pedagogical School as a continuous process. </p>
            <p>Several moments can be distinguished in the study characterized by the use of the particular empirical methods for the realization of the SWOT analysis. The survey was conducted through the group self-evaluation questionnaire instrument, the interview was conducted through focus groups in an interview guide and the observation was conducted through an observation guide.</p>
            <p>The SWOT analysis was conducted based on a focus group discussion where information was provided on the attitude of the participants during the group discussion and the opinions expressed by the members. The purpose was to determine the internal factors that constitute the strengths and weaknesses; likewise, it is appropriate to consider the external factors referred to opportunities and threats in the evaluation of the IEP.</p>
            <p>Procedures</p>
            <bold> </bold>
            <p>A methodological sequence was established for the SWOT analysis in the following three fundamental phases:</p>
            <p>Preliminary Phase</p>
            <p>The first moment corresponds to the call proposal, the participants were contacted explaining the reasons for the call, the idea to be addressed is presented and the time to work (one hour) is delimited. They were chosen by the criterion of intentionality because in resolution 111/2017 "Procedures for the design, implementation and control of preventive work in pedagogical schools" it is defined that these participants have a key role in the development, monitoring and control of the IEP. Also because of the criterion of compatibility and homogenization of the group in the context of performance, occupation and educational level of the participants in the interest of the objectives proposed for the realization of the workshop.</p>
            <p>

            <p>This <xref ref-type="table" rid="t6">table 2</xref> shows the participants in the workshops, according to the homogenization of their functions, whether they are managers or teachers, they correspond to a focus group.</p>
            <p>In this first phase, the date of the workshop, the place corresponding to the Educational Guidance Office and the questions for discussion in the descriptive analysis of the internal and external context of the evaluative component of the IEP were determined. The different instruments used to record the assessments and criteria of the participants were prepared.</p>
            <p>Exploratory Phase</p>
            <p>During this phase, the workshops of the two focus groups were conducted following the three-step methodology, such as the warm-up, where the group framework was established, the work method was specified through collective discussion, as well as the rules of group work. In the second moment, which corresponded to the central activity, the work was carried out in groups, plenary and each group exposed the external factors: opportunities and threats; and the internal factors: weaknesses and strengths. Finally, the workshops were closed with a plan of action, which took the form of the design of SWOT strategies.</p>
            <p>Final Phase</p>
            <p>In this last phase, the SWOT analysis matrix of the PEI evaluation process was prepared, which clearly and consistently presents the objective reality in its internal situation context: strengths and weaknesses, as well as the external situation in order to determine the opportunities and threats of the PEI evaluation. It also presents the SWOT strategy matrix and the strategic objectives that were defined in the group discussion with the triangulation of sources.</p>
            <p>Results</p>
            <p>The results of the observation guide during the application of the two focus group discussions reflect that facial expressions of pleasure, understanding and attention are appreciated in the body movements; they made movements of the hands and heads, exchanges of looks of comfort and satisfaction. The spatial behaviors of the focus group were appreciated with the maintenance of closeness among the group members. </p>
            <p>The oral expression of the two focal groups had as regularity that it presented an adequate rhythm of the exposition with a slow and precise speed. In the second focus group, a favorable dynamic for collective discussion was maintained. It is important to point out that in the first focus group significant information is approached with precision and a certain originality since these members have a wide mastery of the topic.</p>
            <p>The participants showed a personal involvement in the discussion of the topic due to the presence of interpersonal relationships based on psychological compatibility in the similarity of values and opinions with freedom of expression and strict compliance with the group framework. The psychological climate was satisfactory in the dynamics of both focal groups, feelings, ideas and opinions on the subject were expressed.</p>
            <p>The members performed satisfactorily and did not present resistance to the facilitator's presence or role; they had a positive disposition towards the workshop, a climate of trust and security; as well as the liberation of emotions and feelings when talking about the topic. The precise and direct clarification of the characteristics of the workshop allowed a successful development of the discussion of the topic.</p>
            <p>The results of the questionnaire application and the opinions of the focus group members were subject to a triangulation of subjects where this study took into account the methodology used by <xref ref-type="bibr" rid="B5">Mujica (2016</xref>, p. 3) that allows determining four major processes: external analysis, internal analysis, SWOT matrix and strategy formulation according to the SWOT analysis, which involves determining the problems and strategic objectives.</p>
            <p>The main results obtained were collected through the SWOT matrix (<xref ref-type="table" rid="t7">Table 3</xref>), taking into account the external and internal analysis with their corresponding criteria, which are listed below.</p>

            <p>The selection of strengths, weaknesses, opportunities or threats made it possible to use the matrix with the four types of SWOT strategies (<xref ref-type="table" rid="t8">Table 4</xref>).  The first is the strategy to survive, whose fundamental purpose is to eliminate the internal weaknesses identified in order to minimize or avoid external threats. The strategy to maintain is based on the use of internal strengths to avoid diminishing or eliminating the impact of external threats. The strategy to grow, allows to improve a detected internal weakness through the effective utilization of one or several external opportunities. The fourth strategy to develop uses internal strengths to take advantage of external opportunities.</p>

                     <p> The training of the institution's personnel to provide a better service in the evaluation process of the PEI.</p>

            </p>
            <p>It is evident that the results state new challenges in the educational context that demand a series of actions aimed at improving the processes of educational quality with the capacity of the educational institution to offer a response and make a decision when the evaluation of the IEP is carried out. It is important that when determining the strategies and objectives to achieve an end, we have a clear and defined What to evaluate, When will it be evaluated, How will it be evaluated, With what will it be evaluated, and For what will it be evaluated; these key questions will determine the types and scope of the evaluation of the IEP.</p>

            <p>The SWOT analysis is a tool that allows for a descriptive study in the evaluation of favorable and unfavorable aspects in the internal and external contexts of an educational institution.</p>
            <p>The results of the SWOT analysis matrix and strategy demonstrate the need for a system of dimensions and indicators for the evaluation of the IEP and a manual that integrates its components and stages in terms of teacher training.</p>
